Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. SOLICITATION #: F1ECES21640100 - Concrete Alaska Barriers This combined synopsis/solicitation is issued as a Request for Quotes. A Firm Fixed Price type contract will be awarded. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 Effective 26 Jul 2012. This combined synopsis/solicitation is being issued under: NAICS: 327390 - Architectural wall panels, precast concrete, manufacturing NO SET-ASIDE IS USED FOR THIS REQUIREMENT. QUOTE ITEMS & FORMAT CLIN 0001: 150(ea) - Concrete Alaska Barriers In Accordance with Attached Specifications Unit Price: __________ KWD Qty: 150 Total Price: __________KWD Provide delivery time: _________________ Delivery Location: Ali Al Salem AB, Kuwait *SUBMIT ALL QUOTES IN KWD (KUWAITI DINAR) The US government will use the conversion of.28077 USD to KWD The Government intends to make one (1) firm-fixed-price award. The Government intends to place an order with the offeror whose offer conforms to this request and represents the best value (considering price, delivery time and technical capability of the barriers quoted) to meet the Government's needs. Thus, the offeror with the lowest price "may not" necessarily get the award. The quoter shall not simply rephrase or restate the Government's requirements, but shall provide convincing rationale to address how the quoter intends to meet this requirement. The Government intends to evaluate quotes and award a contract without discussions with quoters. Therefore, the quoter's initial offer should contain the quoter's best terms from a price, technical and delivery standpoint; however, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in offers received. All responsible sources may submit a quotation which shall be considered. CLAUSES: FAR 52.212-1 - Instructions to Offerors applies to this acquisition Provision Addenda: All quotes shall include the following minimum information: Cage Code, DUNS Number, Taxpayer I.D. No., Payment Terms, and/or Discount Terms, Offerors Reps and Certs, Point of Contact, Phone, Fax, Email and Proposed Delivery Schedule FAR 52.212-2 - Evaluation - Commercial Items: Contract award will be made to the responsive offeror whose offer will result in the best value to the government, with price, delivery time and technical acceptability being the considerations. This is an "all or none" requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated. FAR 52.212-4 - Terms and Condition - Commercial applies to this acquisition FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this acquisition. The following FAR clauses cited are applicable to this acquisition: FAR 52.203-6 Alt I, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-37, 52.225-13, and 52.232-33 DFARS 252.212-7001 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items applies to this acquisition. The following FAR clauses cited are applicable to this acquisition: DFARS: 252.225-7001, 252.247-7023 Alt III The following additional provisions or clauses are specific to this particular requirement: All quote information shall be provided on, or formatted to standard size (8" x 11") paper to the maximum extent possible. Electronic quotes provided via e-mail shall be submitted in Microsoft Word or Excel, or Adobe Acrobat (.pdf) format. It may be necessary to send multiple emails to keep the e-mail within the firewall size limit. Quotes sent in multiple e-mails shall be numbered to include the total sent, for example "E-mail 2 of 6". Courtesy copy all quote submissions via e-mail to 386.Contracting@gmail.com in case your submission is blocked by the firewall. It is the contractor's responsibility to confirm Government receipt of quote submissions. For any questions regarding this solicitation, e-mail is the preferred method of correspondence. The quote and all submittals shall be submitted in English. All company-identifying information (name, logo, stamp etc.) shall be limited to the cover page only for all submitted information including technical submittals and schedules provided with the quote. The contractor shall provide the standard commercial warranty or the warranty terms the Contractor offers to its most favored customers, whichever is greater; however, the minimum warranty shall be one year. This excludes acts of Government negligence, acts of war and acts of nature. Any warranty offered shall be incorporated into the contract. The warranty shall include all parts, labor, and transportation and installation. The contractor shall ensure each warranty includes details of the warranty duration and warranty coverage. Repairs required during the warranty period that are covered under the terms of the express warranty shall be the responsibility of the contractor providing the warranty.
