Description
This is a contract position. The contractor will have a period of performance of a base year with the possibility of option years. Applicants must be US Resident Aliens (US Green Card Holders) ONLY. Applicants must meet all qualification requirements by the closing date of this announcement. Introduction This position is located in the Peace Corps Office of Acquisition and Contract Management. The incumbent serves as a Contract Specialist, dealing with a variety of requirements and acquisition vehicles (including contracts and Interagency Agreements) for Peace Corps worldwide programs. The Specialist has authority for all acquisition actions from initial planning, the solicitation process, contract award, and including the full spectrum of contract administration activities through closeout. In addition, the incumbent is responsible for providing technical acquisition guidance and direction to other members of the Peace Corps acquisition team. Contract Formulation Performs all aspects of contracting transactions, from initiation to recommendation of award, to procure items or services where standard contracting procedures must be modified, e.g., supplies, telecommunications equipment, utilities, hazardous clean-up, construction, aircraft/vessel parts and repairs, custodial, etc. Identifies planning needs for future procurement items. Reviews complex requests for procurement. Provides guidance to technical personnel involved in the development of the statement of work or data requirements. Formulates the contracting approach to be taken that will best satisfy the requirement. Identifies appropriate contract type, including small business requirements. Utilizes contract methods and types with nonstandard terms and conditions such as price re-determination, urgent delivery requirements, security classification requirements, extensive special provisions, or cost and performance incentive provisions. Ensures the request for proposal is properly structured; prepares the solicitation; and determines the sources to be solicited. Suppliers are generally available, although searching of the market and/or use of sole source suppliers may be required. Conducts pre-proposal meetings/conferences with prospective vendors. Processes protests. Analyzes proposals through complete cost and pricing data in order to determine reasonableness if applicable. Determines the responsiveness of proposals for a variety of contracts which require special handling provisions or other nonstandard terms and conditions. Determines the responsibility of the apparent low offer based on an analysis of financial and technical information gained during the pre-award survey. Obtains pre-award surveys to define contractor's responsibilities as well as develop negotiation strategies. Negotiates contract terms and conditions. Awards or recommends award of the contract. Prepares and coordinates the contracts reflecting agreement between the agency and the vendor through supporting documentation, such as Review Board Approvals, synopses, Contractor Responsibility Forms, letters, etc. Contract/Procurement Advice and Assistance Advises contracting officers and/or requesting offices on controversial contractual positions about which there are conflicting options or interest. Provides technical advice and guidance on new or revised procurement policies and procedures at the agency. Analyzes and distributes information. Reviews, interprets, and distributes information concerning, new and revised policies and regulations. Reviews all procurement actions. Develops written policies and procedures of program aspects, which may be unique to the agency's mission. Plans and advises on procurement actions with requesting offices. Interprets procurement regulations and policies for the agency procurement activity. Locates and furnishes information on capable small and disadvantaged firms for consideration as potential sources for acquisitions. Reviews all procurement requests to determine whether the procurement can be performed by small businesses, and takes set-aside action as appropriate. Contracting Policy Research, Analysis, and Interpretation Completes policy or program studies following established methods, procedures, and guidelines, and makes recommendations for approval. Identifies and analyzes procurement issues and policies and their impact on local procedures. Participates in the development of local acquisition policy and guidance materials for contracting personnel. Assists in developing and submitting various reports, such as small business goals, workload status, etc. Implements government policy designed to ensure uniform application throughout the assigned area with respect to subcontracting programs, such as those involving various small and disadvantaged businesses. Contract Compliance Review Provides staff compliance review of a wide range of contracting actions. Conducts studies of problem areas and develops standard methods and operating procedures for implementation at subordinate levels. Schedules and conducts compliance review of prime contractors, such as those with small/disadvantaged businesses. Investigates complaints and provides findings and comments in written form. Performs work related to the review of contract actions or provisions to determine regulatory compliance or to improve contract competition. Negotiation of Contract Modifications Evaluates and negotiates modifications to all contracts. Decisions are based on in-depth analysis of alternatives and knowledge of the unique capabilities and characteristics of the assigned contractors, and require resolution of incomplete or conflicting technical and contractor data. Responsible for termination assignments. Informs contractor of appeal rights under the contract. Reviews and analyzes settlement proposals, audit reports, technical evaluations, and subcontractor's claim. Evaluates and negotiates Requests for Equitable Adjustments (REA). Prepares and reviews contracting documents and files. TECHNICAL QUALIFICATIONS: Ability to plan and execute work. Knowledge of the rules, policies, and regulations regarding contract administration. Ability to communicate in writing. Ability to communicate effectively other than in writing. Knowledge of contract negotiation techniques and practices. Ability to provide advice and assistance on contracting/procurement issues and activities.
