- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotation, solicitation number is H92222-12-T-0018. Under the authority of 10 USC 2304 (c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy the Agency Requirements, the United States Special Operations Command intends to negotiate a 6 month contract on a sole source basis with LockHeed Martin Mission Systems & Sensors (LM MS2) 100 East 17th Street Riviera Beach, FL 33404. This contractor shall conduct a study and submit a final report to the Government on its internally funded efforts in registering a diver lock-in/lock-out dry submersible with the International Association of Classification Society (IACS) member, Germanischer Lloyd (GL). This study and associated final report is integral to the overall USSOCOM safety certification for future Dry Combat Submersible (DCS) developmental programs. Based on market survey results, Lockheed Martin's S301 is the only known and available diver lock-in/lock-out dry submersible actively pursuing a GL classification. This requirement is paramount and cannot be waived. Lockheed Martin MS2 is the principle operator of S301 dry submersible and is currently pursuing GL classification. All responsible sources who are currently classing a dry lock in lock out submersible with a member of the International Association of Classification Societies (IACS) may submit a capability statement or proposal no later than seven days of the posting that shall be considered by the agency. The Government intends to award a Firm-Fixed Price for performance to begin on or about 1 October 2012.
