Synopsis:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). STATEMENT OF WORK Conserve 3 Textile Objects at Laboratory Complex, Thomas Edison National Historical Park June 6, 2012 Table of Contents SECTION 1.0 Background SECTION 2.0 Scope SECTION 3.0 Objectives SECTION 4.0 Tasks SECTION 5.0 Delivery SECTION 6.0 Government-Furnished Property SECTION 7.0 Security SECTION 8.0 Place of Performance SECTION 9.0 Period of Performance 1.0 BACKGROUND The purpose of this contract is to conserve three textile objects currently located at the Laboratory Complex, Thomas Edison National Historical Park, in West Orange, New Jersey. After conservation treatment, these three objects will be better exhibited and utilized for visitor benefit. Located in West Orange, New Jersey, Thomas Edison National Historical Park consists of a number of structures and grounds significant in the life of inventor Thomas Alva Edison. Most noteworthy is the Edison Laboratory Complex, where Edison conducted many of his experiments and research. The contractor selected for this project will be working in, with, and around numerous cultural artifacts, and must therefore exercise great care in performing these services. A park curatorial staff person will be available to answer any questions the contractor may have concerning culturally sensitive areas at the site. 2.0 SCOPE 2-1Treatment will include examination, cleaning, repair and stabilization of Thomas Edison's Projection Screen mounted in the Building 5 library, Thomas Edison's laboratory coat (now in storage), and a 1920 silk flag framed in the entrance hall of Building 5. 3.0OBJECTIVES 3-1The project is intended to return these three objects to good and stable condition so they may be properly exhibited. Completion reports will advise on the short-term or long-term exhibition of these objects. 4.0TASKS 4-1 Treatment will include examination, cleaning, repair and stabilization of the following three textile objects: 1.Projection Screen (catalog number EDIS 142), canvas, 18' x 18', dated 1893 or earlier and, therefore, is probably the world's oldest motion picture screen. It is suspended on a wood roller mounted in hangers fastened to the underside of the second balcony floor of the Library in Building 5. Bottom of the canvas is brittle where stained (or dyed) and has at least one tear. 2.U.S. Flag (catalog number EDIS 143), silk, 6' x 4', given to Thomas A. Edison in 1920 commemorating the 43rd anniversary of the Ediphone. It is displayed in a wood and glass wall-mounted case. The flag is faded from 90 years of ultraviolet light, puckered due to gravitational stress, mounted to an acidic cardboard backing, and shows evidence of insect activity and water damage. Also, the glass interior is noticeably dirty. It is located in the front entrance hall of Building 5. 3.Thomas A. Edison's Laboratory Coat (catalog number EDIS 628), cotton. Prior conservation treatment was performed, including relining, repair of large acid-burned holes, and mounting of edges of torn areas. Yet, the lab coat has numerous holes and tears, and the lining is detached in spots. The lab coat had been on exhibit for many years in the Chemistry Laboratory; it is presently in storage. 4-2These items will be removed from the Laboratory Complex and transported off-site by contractor in order to complete conservation work. Consequently, completed objects will be returned in the same fashion (by courier) and be received directly by an NPS staff member at the Laboratory Complex for immediate receipt and inspection. Packing and transport by an insured museum transportation company (for outgoing and return trip) will be included in the cost of the proposal. Off-site studio work must take place in an insured facility for an amount of $100,000 (or $50,000 if each object is transported individually and worked on one at a time). Certificate of Insurance must be provided to the NPS. NPS loan paperwork will be initiated by Federal Government and signed by contractor. Due to its size and nature, the Projection Screen will probably require examination and treatment on site. If contractor decides to treat it off-site, contractor is responsible for dismounting (removal) of projection screen from wall. 4-3Contractor must demonstrate textile conservation experience in order to be eligible for the job. 4-4All work must comply with the Code of Ethics and Standards of Practice of the American Institute for Conservation 5.0DELIVERY 5.1The work of this section consists of submittal requirements before start of work. A.Prior to beginning work, the Contractor shall submit site safety plan and must attain the approval from the Park Safety Officer before on-site work may begin. A format for a Safety Plan is available upon request. a.All work on the site shall be in compliance with the applicable OSHA regulations. If contractor will use a respirator, contractor must provide a copy of respirator certification, according to OSHA regulations. B.A Certificate of Insurance must be provided to the NPS prior to removal of objects from the park to an off-site location. 5.2During work progress the Contractor shall furnish upon request: A.Daily report detailing work attempted or accomplished 5.3At the conclusion of the contract the Contract shall provide the following: 1.Contractor is responsible for furnishing two paper copies and one electronic copy of conservation treatment reports for each object treated to Thomas Edison National Historical Park upon completion of the project. Report will outline the procedures used to conserve the objects and will include before and after photos detailing the conservation work. Treatment reports will advise on the short-term or long-term exhibition of these objects in the future. 5.4Submit all delivery requirements to the Contracting Officer's Representative. 6.0GOVERNMENT FURNISHED PROPERTY 6-1The Government will furnish no materials or tools. All materials and tools shall be Contractor furnished from outside the park. 7.0SECURITY 7-1Contractor will be escorted by National Park Service employee at all times when in the buildings. This is a standard policy that applies to all guests and visitors at the site. 8.0PLACE OF PERFORMANCE 8-1LOCATIONS: A.On-site work will be completed at the following locations inside Thomas Edison National Historical Park: 1.Pick up, delivery, and on-site work will be completed in Building 5, Laboratory Complex, Thomas Edison National Historical Park, 211 Main Street, West Orange, New Jersey. 2.On-site work/pick up/drop off/packing may only be done between the hours of 8:00 am and 4:00 pm, Monday through Friday, excluding holidays. Return and transportation schedule of objects are subject to weather conditions. 8-2CONTRACTOR'S USE OF PREMISES: A.Contractor may park vehicles in the visitor parking lot adjacent to the site. Contractor may pick-up and drop-off supplies and equipment within the laboratory courtyard. B.Public restrooms will be available for the contract employees to use. C.All work shall be completed in such a way as to protect museum objects and historic structures. See attached Rules for Contractors in Historic Buildings. 8-3SALVAGED MATERIALS A.Salvaged materials will be retained by Thomas Edison National Historical Park, unless otherwise authorized by the NPS. 9.0PERIOD OF PERFORMANCE 9-1Work is to be completed eight months from the date of the Notice to Proceed. The Notice to Proceed shall be issued after the contract has been awarded. 10. RULES FOR CONTRACTORS IN HISTORIC BUILDINGS Food, drink, or gum chewing are not permitted in the historic buildings. Debris and staining left behind can permanently damage museum objects. Smoking is not permitted. Do not attempt to move or touch anything in the museum. Museum objects are too weak for functional use. We do not use historic sinks, bathrooms, ladders, chairs, or tables. Alternate work hours are subject to approval. Please review your daily work plans at your morning meeting with the assigned NPS staff member. Any alteration to a historic structure such as a hole, insertion of a nail or bracket, an alteration of a trim or surface must first be approved by the NPS to ensure compliance with the National Historic Preservation Act. Protective barriers must be used between your equipment and museum surfaces. Clean blankets and plastic must protect the historic interiors from scratching, dents, and liquid spills. Surfaces of museum objects should not be used for storing tools. Protective barriers in doorways and on floor surfaces must be used to protect plaster or dust from entering into non-work areas. Tours and museum staff may be entering into your work area. Do not block doorways or emergency exits with your equipment or supplies. Do not set up equipment near fragile objects. No open flames are permitted in any of the buildings or on the grounds. If you plan to use any equipment that emits heat or creates a spark, you must receive ADVANCED PERMISSION from the NPS. These include use of heat guns, stripping guns, electrical drying tools, heaters, and welding torches. Procedures for hot work are strictly enforced. Work occurring in close proximity to a fire detector or sprinkler pipe that generates heat, dust or debris requires advanced notice in order to prevent accidental activation. Chemicals and other flammable materials, such as those containing butane or alcohol, cannot be left overnight in the historic buildings and must be stored in a designated safety zone during work hours. MSDS sheets are required for on-site chemicals. Rags must be stored in regulation non-combustible fire canisters. Unless advanced arrangements are made, trash must be removed at the end of each work day. Electrical service is limited in historic buildings. Arrangements must be made in advance to use electrical equipment. Electrical equipment must be in satisfactory shape, including no use of frayed or damaged extension cords. Do not leave construction lights or equipment on or plugged in while unattended. A National Park Service employee must escort you at all times when in the buildings. This is a standard policy that applies to all guests and visitors at the site. Please notify the NPS of any injuries or safety issues that arise during your work day. Have your fire extinguisher handy and know your emergency exits in case of an emergency. Follow instructions from NPS staff when an alarm sounds. Parking is limited. Consult the NPS for guidelin 10.
