Description

Limited Source Justification The Department of Education, Federal Student Aid (the Department), intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Tecolote Research, Inc. (incumbent), 420 South Fairview Avenue, Suite 201, Goleta, CA 93117-3626. This procurement is being conducted under Simplified Acquisition Procedures (SAP). Tecolote is the sole developer and supplier for ACEIT (Automated Cost Estimating Integrated Tools) and is the only company authorized to provide the software maintenance needed. The Department intends to award a performance period of one base year and two (2) one-year option periods to Tecolote for ACEIT software maintenance and training services. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than the closing of this posting. Such capabilities/qualifications will be evaluated solely to determine whether or not to conduct this procurement on a competitive basis. A determination by the Department not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Department. This notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Department to Nicole.ONeal@ed.gov with "ACEIT" referenced in the subject line.
