Description
The US Forest Service, Chugach National Forest, intends to award a sole source, firm fixed price purchase order, as authorized by the Federal Acquisition Regulation (FAR) Part 13 (13.106-1 (b) (1)), to University of Minnesota, Soil Analytical Lab, 1902 Dudley Avenue, St Paul MN 55108. The requirement is part of a bio-monitoring project calling for the analysis of lichens collected on the Chugach National Forest using the ICP-IAS method in which the analysis measures in parts per million the amount of contaminants in the lichen tissue. The first round of baseline monitoring analysis was conducted by University of Minnesota, Soil Analytical Laboratory on samples collected from locations on the Chugach National Forest during the 1993 - 1994 field seasons. The reason for the sole source award to the University of Minnesota, Soil Analytical lab is to ensure consistency of the bio-monitoring project. Measurements are very precise. Comparing results between two separate labs may result in inconsistent data-differences in lab equipment and not necessarily differences in actual contaminant levels. The University of Minnesota, Soil Analytical Lab, has lichen standards using Alectoria sarmentosa from Forest Service Region 10 (Alaska) at their lab to use when they run the Chugach National Forest analysis. The current requirement value is $7,100. Typically the monitoring is done every 10 years. Future requirements are dependent upon receipt of funding. If funds are received in future fiscal years, it is possible that this requirement will continue and the aggregate total may exceed $25,000; however the aggregate total will not exceed $150,000. This is not a request for proposal. No package is available for competitive proposals. However, companies that feel they can provide equal services may submit a statement of capability, past performance information, price and delivery time for satisfying this requirement no later than 2 pm, Alaska Time, on 04 Sep 2012. The applicable NAICS code for this requirement is: 541380. The expected period of performance is approximately Sep 2012 - Sep 2013.
