- Statement of Work 6HQOIG-12-A-0010 Solicitation 6HQOIG-12-A-0010 Postal Service Form 8203 The U.S. Postal Service, Office of Inspector General (OIG) intends to prequalify suppliers with specific subject matter expertise in area studies, seminars, and executive mentoring related to communications, technology, innovation, and Information Technology (IT) aspects. The supplier will identify and provide qualified personnel and will be required to obtain and maintain a security clearance for all personnel during the period of performance of the contract. The minimum requirements for this solicitation are outlined in the attached Statement of Work. Failure to comply with the minimum requirements will be cause for disqualification. The attached solicitation describes the work to be performed, states the terms and conditions that will apply to any agreement that is awarded, provides instructions for preparing and submitting proposals, and the evaluation criteria used for contract award determination. Contract Type: Basic Ordering Agreement The OIG contemplates the award of multiple contracts and reserves the right to award a contract for any single requirement. Additionally the OIG reserves the right not to award any contract. ******************************* The proposal must contain the following: Technical Proposal - The Technical Proposal must describe how the offeror will accomplish the requirements as detailed in the Statement of Work. The technical proposal may also include an Executive Summary that indicates the offeror's understanding of the scope of the solicitation and that presents a brief overall introduction to the entire proposal. The Technical Proposal should address the evaluation factors outlined in the SOW. Business (Price) Proposal - The Business Proposal must be submitted as a separate email/fax attachment. The Price Proposal should contain a narrative description about the supplier's pricing methodology. Along with the Technical and Price proposals, please complete the following documents: PS Form 8203 [Block 14, 16; and Blocks 27 (a-c)] Provision 4-3, Representations and Certifications Due Dates: o Questions regarding this solicitation must be received no later than Friday, August 23, 2012 by 3:00 PM ET (email only) to: cbuchanan@uspsoig.gov. Answers will be posted on FBO no later than 3:00 PM ET on Tuesday, August 28, 2012. o Final proposal submission must be received no later than Tuesday, September 11, 2012 by 3:00 PM ET. Anticipated award: September 24, 2012. Anticipated Award Notification on FBO: Week of September 24, 2012. The OIG will not pay expenses related to the preparation of proposals.
