Description
JOFOC Statement of Work The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Physik Instrumente (PI) of Auburn, MA for the purchase of a NanoCube Nanopositioning System/Controllers under other than full and open competition by the authority of FAR subpart 13.106-(b): Only one responsible source and no other supplies or services will satisfy agency requirements. The Sole Source determination is based on the need for investigations of optical frequency comb generation with chip-scale optical resonators, requiring a three axis positioning stage with ultrafine resolution. This stage will be used to align the optical modes of a microresonator comb and a tapered optical coupling fiber and the positioning stage must have three axis of XYZ motion, each with a range of 100 m, and a resolution of 1 nm. For repeatable alignment of the microresonator comb and coupling fiber, the stage should have integrated XYZ position sensors and a closed-loop controller. We will also need to quickly change the stage position, so a bandwidth greater than 200Hz is required. For smooth translation, the stage should be based on a flexure-type movement. Delivery shall be FOB Destination, Boulder, CO, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 11:59 p.m. (EST) on August 31, 2012. Inquiries will only be accepted via email to patricia.bullington@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
