- Description
- PHETS Equipment List A. This is a sources sought announcement to identify 8(a) firms for equipment and machinery repair and maintenance activities for the Defense Threat Reduction Agency (DTRA) at the Permanent High Explosives Test Site (PHETS), White Sands Missile Range, NM. A single 8(a) set-aside award, on a Firm-Fixed-Price (FFP) and/or Time-and-Materials (T&M) type contract is contemplated. A five (5) year performance period is anticipated. Project Description: This project will primarily consist of vehicle and equipment repair and sustainment, with other activities associated with warehouse management, facility sustainment, and materials purchases. B. TASKS: The contractor will be responsible for performing the following tasks: 1) Vehicle and Equipment Repair and Sustainment - establish a preventative maintenance program and accomplish scheduled sustainment in accordance with the manufacturer's specifications for each item (see attached List of Equipment). Preventative maintenance includes periodic sustainment service, lubrication, inspection, trouble shooting, component replacement, and adjustments to ensure proper operation. The contractor shall maintain a service log on each vehicle and piece of equipment. The service log shall include the following information: vehicle make and model, vehicle ID or registration number, current odometer reading (miles/hours), service dates and odometer reading (last, present and future), and type of services performed (routine maintenance, repair, overhaul, etc.). The contractor shall accomplish repairs on the automotive and engineer equipment as required by equipment failures. Such repairs may include vehicle and equipment recovery. The contractor shall purchase the lubricants and/or spare and repair, 2) Warehouse Management - manage logistics warehouses, including the outside storage areas, such as the equipment accessories area and the material yard, the contractor shall receive and store materials in accordance with manufacturer's recommendations, manage Government provided materials, tools, and equipment, and manage the PHETS warehouse, operate a forklift up to 18,000 pounds and a 5-ton truck, maintain durable construction support equipment/items. Maintain accountability and keep equipment/items clean and in serviceable condition. Prepare and submit work orders for repair and service as required, maintain Material Safety Data Sheet IAW OSHA standards for all hazardous materials maintained in the PHETS warehouse inventory, and manage the petroleum, oil & lubricants products including inventory control, issuing the products, and replenishing the products to maintain sufficient quantities on site, and 3) Facility Sustainment - provide scheduled sustainment and repairs of the PHETS operations park and supporting infrastructure (which will require facilities maintenance workers with experience in various skills (e.g., carpenter, electrician, plumber, painter, HVAC mechanic, equipment operator, common laborers) C. STATEMENT OF CAPABILITY (SOC). Based on the above tasks, 8(a) firms are invited to submit a SOC demonstrating their capability to fulfill the above task requirements. SOC are limited to a total of five (5) pages. Submit SOC electronically to rudy.chavez@dtra.mil no later than 4:00 P.M., Mountain Daylight Time on 28 August 2012. D. ADMINISTRATIVE INFORMATION. This sources sought is for planning purposes and does not constitute an invitation for bids or a request for proposal. The Government does not intend to award a contract on the basis of this notification or otherwise pay for the information provided.
