Description
Notice of Intent to award a Sole Source Procurement. The 94th Contracting Flight, Dobbins Air Reserve Base, Georgia intends to award a sole source delivery order to InDyne, Inc. The contractual action is a Sole Source Firm-Fixed price contract to purchase and integrate/install additional security cameras and equipment to the existing Video Enhancement Surveillance System (VESS) located at Dobbins ARB, GA. This additional equipment shall be integrated into the current VESS configuration being maintained by InDyne on an existing maintenance contract. InDyne, Inc. installed the current VESS system. The use of any other contractor's material or system would void the warranty of the current system. Additionally, the integration of two different systems would jeopardize the operational capability and potentially limit the security coverage. The authority for this sole source purchase to InDyne, Inc. is FAR 13-106-1(b) (1); Simplified Purchase. The North American Industry Classification Systems (NAICS) code is 541330 and the size standard is $14 Million. This notice of intent is not a request for competitive quotes/proposals. A determination not to compete this proposed procurement is solely within the discretion of the Government. The Government does not intend to pay for any information provided under this announcement. AFFARS 5352.201-9101 Ombudsman (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
