Description
Synopsis Public Announcement of Intent to Purchase on a Sole Source Basis The Government intends to procure access to Barclays POINT live portfolio management system. NAICS: 921130 Treasurers Offices. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This synopsis is being published for informational purposes only. The proposed source is Barclays Capital. The period of performance is September 30, 2012 through September 29, 2017, if all options are exercised. The Department of Treasury intends to make a sole source award to Barclays Capital for portfolio management system subscription services. The Office of Debt Management needs live portfolio management systems in order to properly monitor the impact on market movements on the demand for its marketable debt portfolio. Market standard for portfolio management is a system that can measure the portfolio against key market benchmarks. While there are other portfolio management systems available, Barclays POINT contains a number of models and analytical data that are proprietary and are not distributed. Specifically, the analytics used to calculate the Barclays index data is not made available to resellers. Treasury requires the Barclays index data and the corresponding analytics that computed the index data, as having both is critical for analyzing and attributing what causes the change in the index results. Using another vendor's analytics and comparing the results to the Barclays index data would be meaningless because the analytics used would be very different. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by Treasury. The Government will consider any responses received within 7 days of issuance of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement, and the Government does not intend to pay for any information received in response to this announcement.
