FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: A Grating Based Imaging Spectrograph SOLICITATION NUMBER: NB620030-12-04500 RESPONSE DATE: August 30, 2012 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill-, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Princeton Instruments of Trenton, New Jersey for the purchase of a grating based imaging spectrograph under other than full and open competition by the authority of FAR subpart 13.106(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements: A sole source determination is based on the following: Only Princeton Instruments can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: A grating based imaging spectrograph. We require the item (both the hardware and software) to meet the technical specifications listed below as well as be fully compatible with both the existing Princeton Instruments Cooled Silicon CCD (PIXIS) and the Princeton Instruments InGaAs cameras The requested instrument is proprietary. There are no other re-sellers. Princeton Instruments is the sole distributor of the grating based imaging spectrograph. The following are the main technical specifications for the spectrograph: 1. The spectrograph shall have an astigmatism-free design with 320mm focal length, i.e., zero astigmatism at any wavelength with any grating. 2. The spectrograph shall exhibit zero coma at 500 nm with the 1200 gr/mm grating. 3. The spectrograph shall have a triple grating turrent with single-point, torque-limiting kinematic mount. 4. The three gratings shall have 50 g/mm, 300 g/mm and 1800 g/mm and all of them should be blazed for visible wavelengths. 5. The spectrograph shall have a spectral resolution of 0.08 nm or better. 6. The spectrograph shall have a spatial resolution of 16 lp (line pairs)/mm. 7. The spectrograph shall have the capability of mirror focusing with internal micrometer adjustment. 8. The spectrograph shall have the capability to perform automated intensity and wavelength calibration through the software interface. 9. The spectrograph shall be compatible with the existing Princeton Si and InGaAs CCD array cameras from Princeton Instruments. Princeton Instruments meets these requirements and enables NIST to meet its mission requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed by September 4, 2012. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 30, 2012. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
