- Falcon update as of August 21, 2012 This notice has been updated from the previous notice dated April 3, 2012 to provide the vendor community with up-to-date information on the U.S. Department of Homeland Security's (DHS) Office of the Chief Information Officer and the Office of Procurement Operations' intent to issue multiple procurement actions to obtain information technology managed services in support of DHS Headquarters and supported components. This suite of service contracts is collectively referred to as "Falcon" and presently encompasses the following service areas: Cellular Wireless Managed Services, Managed Print Services, Local Area Network Managed Services (LAN Managed Services), Desktop Support Services (call center, desktop end-user support, non- National Capital Region (NCR) network operations and maintenance, and desktop engineering services), Asset Management, and Information Technology (IT) support services that includes IT Governance, engineering support, Program Management Office (PMO) support and IT continuity management. More information on these procurements is provided below. Please note that the acquisition strategies and information presented is subject to change as requirements develop. DHS will continue to provide updated information either through FedBizOpps, Acquisition Planning Forecast System (APFS) or through GSA eBUY as appropriate. Cellular Wireless Managed Services (CWMS) will be a FAR Part 8 DHS-Wide Blanket Purchase Agreement (BPA) with a follow on task order for DHS Headquarters immediately after BPA award. With CWMS, DHS seeks a full managed service solution for its management of wireless devices and services from device procurement through issuance, to asset management and device disposal. It is anticipated the Request for Quotes (RFQ) for CWMS will be issued under GSA Schedule 70. Additional information will be posted on GSA eBUY as it becomes available. It is anticipated the solicitation for the BPA will be released in the first quarter of Fiscal Year (FY) 2013. LAN Managed Services (LAN Managed Services) will be competed using the GSA WITS 3 contract and will result in a fair opportunity award for DHS Headquarters. With LAN Managed Services, DHS Headquarters seeks to transition its current network management to a contractor owned contractor operated state. The solicitation for LAN Managed Services was released to the WITS 3 contract holders in August and it is anticipated award will be made in the first quarter of FY 2013. Managed Print Services (MPS) will be competed using the GSA Print Management Federal Strategic Sourcing Initiative (FSSI). It is anticipated the solicitation for MPS will be released in the first quarter of FY 2013. All other procurements, Desktop Support Services (call center, desktop end-user support, non- National Capital Region (NCR) network operations and maintenance, and desktop engineering services), Asset Management, and Information Technology (IT) support services that includes IT Governance, engineering support, Program Management Office (PMO) support and IT continuity management, are currently in the planning stages. More information will be provided as it becomes available. Procurements for these requirements will be pursued under a multifaceted approach including the use of existing agency Blanket Purchase Agreement (BPAs) and indefinite delivery indefinite- quantity (IDIQ) contracts, Government-wide acquisition contracts, and the General Services Administration Federal Supply Schedule. If applicable, open market competitions will be synopsized through the Federal Business Opportunities website. GSA competitions will be announced via eBUY. Procurements issued under existing agency or IDIQ contracts will be announced to the contractor(s) under those vehicles. Small business concerns will be utilized to the maximum extent possible. Updates will be posted to the Acquisition Planning Forecast System (APFS). It is anticipated that these remaining Falcon solicitations will be issued on a staggered basis beginning in the 1st quarter of fiscal year 2013. Market research efforts for the individual procurements may present further opportunities for industry outreach, industry days, one-on-one meetings, or industry interaction on draft solicitations, etc., please continue to monitor www.fbo.gov, GSA E-buy and APFS at http://apfs.dhs.gov/ for the latest information.
