Description

SOURCES SOUGHT SYNOPSIS (not a Solicitation) The Department of Veterans Affairs, VHA, NCO19 Rocky Mountain Acquisition Center is seeking potential sources that are capable of providing evaluation of the Center of Excellence in Patient-Centered Musculoskeletal Care Education located at the VA Salt Lake City Health Care System (VASLCHCS), UT. The evaluation plan will involve three components - trainee, program and institutional assessments. The vendor will collect data and conduct these evaluations. Vendor will also perform the analysis of data for this project. The analysis will include information in VA databases including the VA rheumatoid arthritis (VARA) registry. Data accessed through VARA, along with recent permission from Veterans Informatics and Computing Infrastructure (VINCI), now provides access to patient-specific pharmacy data, laboratory, and resource utilization through DSS data including the associated costs. We have recently used these data coupled with VARA outcome information to evaluate patient outcomes associated with medication adherence. Employing similar methods, we will assess patient outcomes and resource utilization at the level of the trainee, program, and system after appropriate permissions received. Firms responding must be must be familiar with the Computerized Patient Record System (CPRS) use in VA as well as VA databases including but not limited to the Pharmacy Benefits Management (PBM), Decision Support System (DSS) and Corporate Data Warehouse (CDW). The contractor must be able to work within the VINCI platform and have security clearance for this work. The contractor must be able to prepare de-identified reports with only aggregate data for panel analysis and performance. The ability to access VA information using VA data warehouse information would also be preferred All interested firms shall submit a response demonstrating their capabilities to provide the requested outcome measures and evaluation strategy for The integration of primary care, rheumatology, endocrinology, and orthopaedic surgery education and patient-care services will not only deliver high quality patient-centered care but provide an outstanding training experience to the VAMC. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely with the Government discretion. Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, veteran owned small business/service disabled veteran owned small business or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominated in the field of operation in which it is proposing on Veterans Administration contracts and with its affiliate. NAICS code to be used for this acquisition is 611310 ($7.0M). The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUB Zone, 8(a), WOSB, VOSB, etc). Capabilities packages: all interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of trainee, program and institutional assessment of primary care, rheumatology, endocrinology, and orthopaedic surgery education and patient-care services related to this effort.
