Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 20, has a requirement to establish an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for design-build, general construction, renovation, maintenance and minor repair services for Western Oregon, Western Washington and Anchorage, Alaska. This single procurement will result in three IDIQ MATOC programs as described below. Work will primarily support the VA Medical Centers located in Seattle, Tacoma, and Vancouver, Washington and Portland, Oregon; White City and Roseburg, Oregon; and Alaska, and other locations within VISN 20 on a case-by-case basis as designated by a Contracting Officer. The target number of IDIQ MATOCs resulting from the upcoming solicitation will range from three to seventeen depending on each program and is discussed below. Each IDIQ MATOC will include a base year and four one-year option periods. The maximum ordering amount of an individual Task Order is $5,000,000 with a minimum ordering amount of $2,000 for construction and $2,500 for service. Each IDIQ MATOC will have a maximum ceiling amount of $50 million over the life of the contract including option years. Task orders will be firm-fixed price. The North American Industry Classification System (NAICS) Code is 236220 with a size standard of $33.5 million. This requirement is 100% set aside for small business concerns and is further broken down below. The Government intends to award the following IDIQ MATOC programs from this single procurement in the following small business categories. 1.Puget Sound (Seattle /Tacoma) and Portland (Portland, OR and Vancouver, WA) total goal of at least eight to thirteen IDIQ MATOCs: (a) four to six contracts to CVE Certified Service-Disabled Veteran-Owned Small Business; (b) two to three contracts to CVE Certified Veteran-Owned Small Business; (c) one or more contracts to Women-Owned Small Business; (d) one or more contracts to Historically Underutilized Business Zone Small Business; and (e) one or more contracts to an 8(a) program or minority-owned small business. 2.Roseburg and White City, Oregon total goal of at least seven to ten IDIQ MATOCs: (a) two to three CVE Certified Service-Disabled Veteran-Owned Small Business; (b) one or more contracts to CVE Certified Veteran-Owned Small Business; (c) one or more contracts to Women-Owned Small Business; (d) one or more contracts to Historically Underutilized Business Zone Small Business; and, (e) one or more contracts to an 8(a) program or minority-owned small business. 3.Alaska (Anchorage) total goal of at least three to six IDIQ MATOCs: (a) two CVE Certified Service-Disabled Veteran-Owned Small Business; (b) one or more contracts to CVE Certified Veteran-Owned Small Business; (c) up to one contract to Women-Owned Small Business; (d) up to one contract to Historically Underutilized Business Zone Small Business; and, (e) up to one contract to an 8(a) program Small Business. The solicitation will be available for download no earlier than 15 days following the posting of this synopsis. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the Fed Biz Opps website, http://www.fbo.gov. The proposal due date will be noted on the solicitation at the time of issue.
