- NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to acquire services on behalf of the Office of Naval Intelligence (ONI) for testing, evaluating and delivering WINDOWS 7 baseline and integration to 7,000 workstations at ONI, Washington D.C. A top secret SCI security clearance is required to perform under the resultant contract. The anticipated performance period for this procurement will be nine (9) months from the date of award. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12 and Part 15. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Microsoft Corporation for this requirement. As the developer of the software and owner of the proprietary source code only Microsoft Corporation has the ability to perform the required services needed by ONI. The award of a firm-fixed price contract is anticipated. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by noon on 5 September 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Release of the RFP will be via the internet. Interested parties may download the RFP upon its issuance to the following website: https://www.neco.navy.mil. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American Industry Classification System [NAICS] code is 511210 with a size standard of $25M. Additional information for this requirement will be listed in the solicitation, which is anticipated to be released on 22 August 2012. Contractors must be registered in the Central Contractor Registration [CCR] database in order to be considered for award.
