- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Mr. Khaled Hejazi to provide translation services as well as data collection of biological specimens from families with a history of oral clefts in Damascus Syria. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR), overall mission is to develop and implement technology for the rapid isolation, analysis, and treatment of genetic diseases. The Division's research laboratories and clinical branches develop and use the most advanced techniques to study the fundamental mechanisms of inherited and acquired genetic disorders. Research also includes planning and conducting clinical trials to test DNA-based methods for treatment and perhaps the cure of such diseases. Researchers collect and study families in which important diseases are inherited as well as, translate basic science advances into effective, reliable, and cost effective DNA and cytogenetic-based diagnostics. This contract covers work to be performed as part of a continued collaborative effort under protocol OH97-HG-N035 approved and last reviewed by the NHGRI Institutional Review Board (IRB), June 18, 2012. The National Human Genome Research Institute (NHGRI), NIH is conducting a study of the inherited susceptibility to oral clefts, with emphasis on non-syndromic oral clefts. The objective of the study is to identify the gene(s) involved in heritable oral clefts by linkage analysis, association analysis and gene mapping strategies. Characterization of genes involved in causing inherited oral clefts could provide important insight into the inheritance and pathogenesis of this disease. As such, clinical data, family history data and blood samples from individuals in large families with multiple individuals affected with oral clefts is needed. Large families with multiple living affected family members are rare in the United States, given today's small average sibship size, and thus it is important to obtain data on such families from countries where such families are more common. In the Syrian Arab Republic, family sizes are large and intergeneration times are much shorter than in the U.S. These services are needed since it would not be feasible, either logistically or financially, to bring the members of the participating families to the U.S to be seen at the NIH and investigators at the NIH have no way to identify families with multiple affected individuals who reside in the Syrian Arab Republic. A contract with a local clinician who has proven that he can enroll suitable families is the most efficient and most economical way to conduct this study. The purpose of this procurement is to provide professional services to the researchers dedicated to the study. Since the beginning of this study in April 1998 it has been determined by the principal investigator that two (2) tasks are required: Task 1: determination of eligibility, patient registration, and clinical evaluation of family members, biological sample collection and shipment, and recontact of previously studied family members as needed by the NIH scientists. These services are needed since it would not be feasible, either logistically or financially, to bring the members of the participating families to the U.S to be seen at the NIH and investigators at the NIH have no way to identify families with multiple affected individuals who reside in the Syrian Arab Republic. Contract services from a local clinician with hospital privileges who has proven that he can enroll suitable families is the most efficient and most economical way to conduct this study. Task 2: in order to maintain effective communication with the head clinical investigator in the Syrian Arab Republic, it is necessary to obtain a translator to perform various tasks involving translation of material from English to Arabic and vice versa. These services will be in the following areas: word processing, informed consent forms, protocol documentation and amendment, study newsletter, contract administrative documents, conference calls, phone and e-mail communications with Syrian clinicians, etc. The NIH does not offer translation in Arabic for such a broad array of needed services. Industry Classification (NAICS) Code is 541930, Translation and Interpretation Services and the Small Business Size Standard is $7.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-60 (July 26, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, August 27, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
