- NASA/GSFC has a requirement to upgrade the in-water radiometric instrument package used for ocean color vicarious calibration and algorithm validation activities in support of MODIS (Aqua and Terra) satellite sensors. The supplies and services required for this procurement are as follows: Upgrade the Compact-Optical Profiling System (C-OPS) instrument package for water-leaving radiance observations (which is comprised of two in-water sensors) to now include a Basic Compact Propulsion Option for Profiling Systems (CPrOPS) accessory. Complete the C-PTOPS enhanced deployment software and field verification. Complete the advanced (fully commercialized) C-PTOPS configuration. NASA/GSFC intends to purchase the items from Biospherical Instruments Inc., pursuant to FAR 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. As the sole provider of C-OPS and the light sensors that are the critical part of the observational capability, BSI is the only company that can integrate a new technology, like the C-PTOPS accessory, into the sampling package. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on September 6, 2012. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a statement which shall be considered by the agency.
