Description
NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing. The U.S. Environmental Protection Agency (US EPA) Intends to negotiate a sole source purchase order with Children?s Hospital Research Foundation, located at 3333 Burnet Avenue, Cincinnati, OH 45229-3039 for DNA Sequencing-Genome Assembly. The objective of this research is to provide the EPA with a better understanding of adverse outcomes associated with exposure to waterborne pathogens and the role microbial communities associated with them have on their fate and transport. The US EPA believes that Children?s Hospital Research Foundation is the only source capable of providing the required services. Cincinnati Children?s Hospital Research Foundation is currently the subject matter expert of the required DNA Sequencing. This facility is the only organization that has the experience with and knowledge of the Genome Assembly to generate the type sequence coverage to further facilitate the needs sought unde r this project. This DNA core facility uses the Illumina HiSeq 2000 and the Ion Torrent, instruments capable of producing high throughput sequencing, which is necessary to generate the type sequence coverage required for this project. Personnel in this facility are also trained to provide the bioinformatics support that is needed to accurately assemble DNA contigs and to sequence phylogenetic genes that are needed to determine the identity of the bacteria to be sequenced in this project. The approach used by the contractor is unique, therefore it is believed that no other organization has the ability to meet the requirements of this statement of work. The circumstance permitting Other than Full and Open Competition is FAR 6.302-1 Limited Sources, Only one responsible source and no other supplies or service will satisfy agency requirements. The period of performance is expected to begin September, 1st 2012 thru August, 31st 2013. All interested parties who believe they can provide the required products should fully explain their capabilities and qualifications in writing within 5 days from the date of this announcement. This synopsis and any amendments will be available via the internet at the following URL: http://www.epa.gov/oamrtpnc/q1200160/. The intent of this synopsis is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing merely to submit a routine letter requesting a copy of the RFQ will not be honored.
