- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to D'Vinci Interactive, Inc., 28 S. Potomac Street #4, Hagerstown, Maryland 21740-6195, a follow-on to procure improvement and maintenance to the site architecture, design development and hosting of Genetics/Genomics Competency Center web-based education repository. 1. Hosting, Support and Maintenance for 12-Months. Please see attachments: ISSO Security Requirements and 508 Compliance Language. All modifications provided by D'Vinci shall be 508 compliant. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI) supports the development of resources and technology that will accelerate genome research and application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. The Genomic Healthcare Branch (GHB) of the Office of Policy, Communication, and Education (OPCE) at the NHGRI was created to promote the effective integration of genomic discoveries into healthcare, lead the Institute's health professional education efforts, and advises the NHGRI director and senior staff on a broad range of issues regarding healthcare professional needs and involvement in the translation of genome research to clinical benefit. The Genetics/ Genomics Competency Center is a free, web-based repository of curricular materials on genetics and genomics designed for nurses, physician assistants, genetic counselors, and pharmacists that facilitates communication, development, and dissemination of educational resources and approaches to achieve genetic/genomic competency. Providing healthcare professionals with a learning management system, based on a core set of competencies that organizes genetic/genomic education materials enhances efforts to develop trans-disciplinary approaches to genetics/genomics education. The Genomic Healthcare Branch transitioned the Genetic/Genomic Competency Center (G2C2) site from the University of Virginia and requires improvements to be made to the site architecture and design. NHGRI has previously worked with D'Vinci to help streamline, perform maintenance and upgrade to this system. The procurement of D'Vinci's continued service is needed to assure that the infrastructure, processes, and website design continues to adequately provide both content and learning management capabilities for an expanding pool of interdisciplinary genomics educators. These improvements are needed to assure that educators can more easily access resources to use in the classroom and without this the promotion of genetics literacy among the full spectrum of healthcare providers will be insufficiently addressed. D'Vinci shall enhance what G2C2 provides, house, and maintain this platform and resources that provide both content and learning management capabilities for educators. This requirement is a follow-on to previous work that was done by D-Vinci in stage 1 of the development of the G2C2 interactive website design. D'Vinci has the adept skills needed and previous knowledge of NHGRI systems for the next stages of the development for G2C2, including designing and developing applications and websites redesign to the previous G2C2 site to be more user friendly. D'Vinci will also work in collaboration with NHGRI staff to evaluate the change, implications and impact of the upgrade and maintenance of the new system Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is $25.5M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-60 (July 26, 2012). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 28, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
