- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Statement of Need Multiplate Systems Background The U.S. Army Institute of Surgical Research (USAISR), Blood Research Task Area has a requirement for (2) Multiplate Systems. Objectives The (2) Multiplate Systems will be acquired to support the on-going projects of USAISR. Product/Services Quantity 2 - Catalog# MP0010/MP0030 Description: Multiplate System: Multiplate 5.0 Analyzer with 15 inch or 17 " monitor, keyboard, mouse, reagent rack, Windows XP based software, and electronic pipette with pipette holder and cable. Quantity 2 - Catalog# Printer Description: HP LaserJet Professional P1102w Monochrome Laser Printer (printer includes starter cartridge and 1 meter USB cable) Warranty: 2 years after the installation. Minimal Essential Characteristics (MEC) : All equal quotations must meet ALL of the following MECs. Submissions of equal quotations must include documentation proving they meet all MECs. -Instrument must measure aggregation via impedance methodology -Instrument must accomodate test cells with duplicate sensors for automated quality control -Instrument must accomodate whole blood sample -Instrument must have five individual test wells for simultaneous assessment of multiple agonists -Instrument must accept test cells for both 300uL and 175uL sample volumes -Instrument must have automated, software-driven pipetting system Payment to be made by the WAWF system. Fedyk (210) 539-5595 EVALUATION CRITERIA "LOWEST PRICE, TECHNICALLY ACCEPTABLE" EVALUATION FACTORS FOR AWARD Basis for Award Award of this order will be made on a competitive best value basis using the "lowest price, technically acceptable" basis. Evaluation will be made to identify all Offerors whose quotes are technically acceptable in accordance with the RFQ and the evaluation criteria set forth above. Award will be made to the Offeror from the pool of technically acceptable quotes, whose cost/price is lowest. Technical acceptability will be determined by evaluating Technical Capabilities/Specifications/Salient Characteristics. The bidder's quote will be evaluated to ensure the Government receives a technically acceptable award at a fair and reasonable price. Rating Scale Acceptable: A proposal is acceptable if it demonstrates to the government evaluators that the offeror can provide the requested salient characteristics described in the Scope of Work and can meet the delivery schedule. Unacceptable: A proposal will be deemed unacceptable if the offeror fails to demonstrate the ability to provide the requested salient characteristics in the Scope of Work and can meet the delivery schedule. A lack of minimum content or failure to address all evaluated areas could render a proposal unacceptable. Evaluation Criteria Basis for Award Award of this purchase order will be made on a competitive best value basis, using Low Price Technically Acceptable (LPTA) procedures among cost/price and non-cost/price factors. Non-Cost/Price factor will include Salient Characteristics as described below. The offeror with the lowest priced and is a technically acceptable offer will be awarded the contract. Cost/Price Evaluation The Government will conduct an appropriate cost/price analysis to determine whether prices are fair and reasonable. Evaluation criteria order of importance is as follows: Evaluation criteria are: (1) Techincally Acceptable, (2) Price/Cost. All technical evaluation criteria must be rated Acceptable to be considered for award. Please note that unsubstantiated costs that are considered unrealistic or unsupported or both may cause the overall technical evaluation to be rated Unacceptable. Evaluation Criteria The following criteria will be used to evaluate the delivery order proposals. Technical Capabilities/Specifications/MEC Characteristics The degree to which the Offeror's quote demonstrates to the government evaluators that the offeror can provide the requested capabilities/MEC described in the scope of work and can meet the delivery schedule.
