- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to BD Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Genetic Disease Research Branch (GDRB) seeks to identify the genetic abnormalities responsible for human disease and to elucidate the mechanisms by which these abnormalities cause defects in the structure and function of gene products. The Branch also has a major focus on understanding how disruptions in signaling pathways and transcription factors may contribute to disease. GDRB investigators use human and mouse genetics to identify and clarify the pathways of both human genetic diseases and normal development. Model systems, such as genetically altered mice and in vitro cell culture systems, are major components of these investigations. Ongoing efforts include research aimed at understanding the genetic components of a number of human developmental diseases, particularly of the nervous, immune, and musculoskeletal systems. There also is a heavy emphasis on human neurodegenerative disorders. The BD Bioscience FACSAria Special Order 561nm laser will allow investigators in NHGRI to expand their options in planning experiments by giving them fluorescent options not currently available with current instrumentation. Investigators in GDRB have mice that are expressing RFP from the IL-17 promoter, which are very useful for studying cytokines during infection and immunization, and cannot visualize the reporter without this laser. It will also help with detection of certain stains (for example: low staining of IL-4) since the compensation will allow better signals. The fluorescent proteins and fluorochromes that GDRB will be able to visualize are standard in the field and it is becoming more difficult for NHGRI investigators to publish without the higher quality data produced with this laser. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-60 (July 26, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, August 24, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
