Description
The General Services Administration intends to issue a contract to Contra Costa Water District located in Concord, CA on behalf of the US Bureau of Reclamation (BOR) pursuant to the authority of FAR Parts 6.302-2 under FAR Part 15. This notice is issued pursuant to FAR Part 5.203(a) for commercial services prepared in accordance with the format in Federal Acquisition Regulations document (FAR). The following servies will be procured: CCWD to oversee all aspects of the development of the Draft Supplemental EIS/EIR and to assist Reclamation as needed in the coordinating the development of the Draft FR. CCWD shall also oversee and manage the comprehensive stakeholder and public involvement program and shall lead the effort to coordinate the project with the appropriate local, state and federal agencies. The dam engineering studies shall: · Provide engineering detail to support the analysis in the Draft FR and Draft Supplemental EIS/EIR. · Provide additional engineering detail and technical justification of the various engineering components of the preferred alternative project. Emphasis shall be placed on identifying and quantifying areas of potential construction/cost risk. · Allow a feasibility level engineering cost estimate to be prepared. The special notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 200-60 dated July 26, 2012. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 15 and 6.302-2. The Government has concluded that there is only one responsible source and no other supplies or services will satisfy agency requirements. The justification for Other than Full and Open Competition is that Contra Costa Water District (CCWD) owns and operates the existing reservoir that is being studied for expansion. The technical expertise and knowledge that CCWD possesses cannot be found in the private marketplace because CCWD has developed a proprietary operations model that only CCWD staff knows how to apply to studies related to operations of the entire CCWD water storage and conveyance system. In addition, only CCWD has the discretionary authority to release operational information to the general public and to interact appropriately and properly with other public agency parties that have an interest in and formal status within the written requirement. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. CCWD shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This notice is not a request for competitive proposals. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling a similar requirement via email to fred.hersom@gsa.gov by 5:00 p.m., PST, September 7, 2012. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
