Description
The Department of Veterans Affairs Network Consolidated Contracting Activity in New England (NCO 1), intends to solicit by Request for Proposal (RFP) for On-Call Cardiologist Locums for the VA Maine Healthcare Systems. The solicitation intends to be issued as a set aside for small businesses. Specification of Duties: Services to be provided by a minimum of four (4) and a maximum of ten (10) boards certified/board eligible cardiologists who are fully licensed, credentialed by VA Maine Healthcare System, and are ACLS certified. Will provide cardiology consultation by telephone within fifteen (15) minutes during weekends, holidays, evenings and nights (WHEN) hours. This begins at 4:30 p.m. on week days and ends at 8:00 a.m. On weekends and Federal Holidays, this coverage includes 24 hours around the clock. And any other day specifically declared by the President of the United States to be a national holiday. In addition, the cardiologist must come to the hospital when requested by the attending physician for face to face consultation and arrive within sixty (60) minutes. -This all inclusive coverage would be reimbursed as a negotiated fixed fee. -Patients needing transfer for cardiac care are to be transferred to the nearest appropriate facility. -Contractor to bill the facility on a monthly basis. A list of dates and patients the cardiologist provided services to will be provided by the contractor. -All contracting cardiologists will complete VA mandatory training on yearly basis to include but not limited to: Fire, Safety, Infection Control, Privacy, Information Security, and Sexual Harassment. -The Administrative Officer, Medical Service will be the Contracting Officer Representative (COR). Personnel Policy: 1.The Contractor will be responsible for protecting the personnel furnishing services under contract. To carry out responsibility, the Contractor will provide the following: Worker's Compensation Income Tax Withholding Professional Liability Insurance Social Security Payments 2.The parties agree that the Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose. The Contracting Officer reserves the right to issue multiple awards as a result of this solicitation. Multiple awards shall be made based upon geographic zone. This solicitation is in accordance with FAR Part 12, Acquisition of Commercial Items. The North American industrial Classification System (NAICS) code for this requirement is 561320; size standard $13.5 million dollars. The Contractor shall adhere to all federal and state laws and regulations in effect during the term of this contract. The Contract period is Date of Award through one year with one, one-year option to be exercised at the discretion of the Government. The solicitation shall be posted to the FedBizOpps website on or about August 27, 2012 as a request for proposal. Responses to the solicitation shall be due by close of business on or about September 4, 2012 by 2pm EST.
