Description
The Department of Interior, National Park Service, is seeking interested sources that can produce a replacement wheel for a historical locomotive located at Golden Spike National Historical Site near Brigham City Utah. The NAICS code for this procurement is 333511, with a size standard of 500 employees. The contractor will be required to furnish and install onto a provided existing axle, one wheel cast from AAR-M-107/M-208:2011 class C cast carbon steel. The pattern and core boxes will be provided by the National Park Service, hereafter referred to as NPS and are to be returned to the NPS upon completion of the casting process. The NPS will provide the existing axle. Any damage to the wheel pattern or repairs to the pattern required for completion of this project will be the responsibility of the contractor. The pattern must be returned to the NPS in a condition suitable for future use. The casting process shall utilize no-bake core sand that has not been recycled. Delivery schedule: Upon notice to proceed from the contracting officer, the NPS will supply the pattern to the contractor and the casting process may commence. The machining and replacement of the new wheel SHALL NOT OCCUR until the contractor is provided with the original wheel (to be replaced) and existing axle. The NPS will make this delivery no later than October 22, 2012. Drawings will be provided by the NPS to assist the contractor in the manufacturing process. The contractor is, however, responsible to confirm tolerances and dimensions between the provided drawings and the as-built equipment. Any minor deviations from the provided drawings require approval from the contracting officer's representative. Extreme care must be taken in removing the original flawed wheel and installing the new wheel so as to prevent galling or other damage to any of the axle, especially the machined journal section. The inside diameter of the new wheel casting shall be machined per the American Association of Railroads (AAR) standards allowing an interference fit on the existing axle. The new wheel shall be shrunk fit onto the existing axle per AAR standards. The outside diameter of the new wheel shall then be machined according to AAR standards and also to match the existing opposite wheel. Minor turning of the existing opposite wheel, if necessary to meet AAR standards, will require approval from the contracting officer's representative before commencing. The original flawed wheel that is removed shall be returned to the NPS.
