Description
Statement of Objectives Satellite Programming Services 1. Description of Services The contractor shall provide eight (8) channels of Commercial Television (CTV) programming to a single location within the Air University Television (AUTV) facilities, 600 Chennault Cir, Bldg 1405A, Maxwell AFB, and Alabama. The following channels are required: A. CNN B. MSNBC C. Fox News D. CNBC E. The History Channel F. The Weather Channel (National) G. The Military Channel H: CSPAN 2 All channels will be provided in Standard Definition (SD) analog (NTSC) format. A down-converted High Definition (HD) format is acceptable if SD signals are unavailable. Vendor will provide all equipment, programming or additional items required to down-convert. The government shall provide the means to distribute the CTV signals to up to 8,000 simultaneous clients. The contractor will provide any and all site-licenses required for continuous re-broadcast. The contractor shall provide continuous CTV signals 24 hours a day, seven days a week, 365 days a year. Video and audio quality must comply with all NTSC standards for Standard Definition analog CTV. In the event of signal loss or degradation the contractor shall provide telephone assistance to repair the problem during normal business hours (8am to 5pm CST). If the problem cannot be resolved using telephone support, the contractor will send a technician to repair the problem within 24 hours of first notification. If the problem can be resolved with a swap of on-site equipment the contractor will overnight any required replacement parts and AUTV personnel will replace the equipment at AUTV's discretion. In the event that any required channel becomes unavailable, vendor will substitute an equivalent channel after coordinating with AUTV personnel. 2. Length of Contract Contract will be in force for one (1) calendar year from date of acceptable service start. AUTV requests four (4) additional option years. 3. Government Furnished Equipment The government will provide one satellite dish suitable for Dish Network service and six (6) Dish Network model 322 receivers. If the vendor chooses not to use Dish Network or if the vendor requires any different or additional equipment other than what AUTV has already installed, the vendor will provide the required equipment. The government will provide all additional infrastructures needed to support this requirement.
