- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government has a requirement for a IDIQ FFP contract for a period of 1 year to perform High Resolution Internal Vapor Analysis on sample lots provided by the Government. The contract minimum will be 1 each with a maximum of 967 each in accordance with the Statement of Work and a CDRL. This requirement is a being issued as a sole source to Oneida Research Services, Inc., 8282 Halsey Rd., Whitesboro, NY 13492-3402. The Defense Logistics Agency (DLA) is responsible for certifying vendors to complete the required testing reports. The DLA suitability and certification process typically takes two to six months. Thus, a souces sought will be issued in the near future to allow other vendors to get the proper certification level. All responsible sources may submit a capability statement proposal or quotation which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award. Submitting a quote from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
