Description

The intent of this notice is to inform the contracting community that the Government intends to enter into a sole source contract for equipment, and installation to "Upgrade Edstrom Watchdog Security System" at the Huntington VA Medical Center. The Huntington VA Medical Center is located at 1540 Spring Valley Drive, Huntington, WV 25704 and has a need to upgrade their Edstrom Watchdog System from version 4 to version 5.2 in their research building. The Huntington VA Medical Center currently has version 4 of the Edstrom Watchdog System and the system requested will tie in with existing equipment and components in place. Version 5.2 consists of Environmental Watchdog Server: monitors and controls all connected hardware; real time readings; Alarm Notification-e-mail, paging/text messaging, alarm acknowledgement with optional checklists, voicemail/callout; templates for easy configuration, system wide "alarm bell" graphical indicator, reports, full audit trail of all user operations, server hardware, Watchdog Environmental Sentry Panel. As a result, the Government intends to award a contract to Edstrom Industries for this equipment and installation on a sole source basis. The statutory authority permitting other than full and open competition for this procurement is 10 U.S.C. (c)(1) as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with FAR 6.302-1 (b)(1), agencies are permitted to utilize this authority contingent upon a reasonable basis existing that the agencies minimum needs can only be satisfied by unique supplies or services available from only one source or one supplier with unique capabilities. This announcement constitutes the only solicitation that will be issued; a separate written solicitation will NOT be issued via Federal Business Opportunities. This notice is not a request for competitive quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. However, if any firm believes it can meet these requirements is requested to submit clear and convincing evidence of their ability to provide this equipment and software. Vendors are required to include but not be limited to manufacturer's brochures, system properties, and salient characteristics of the product. Written notification must be submitted to the Contracting Officer on or before the response due date of this synopsis. Information received shall be considered solely for the purpose of determining whether a competitive procurement is a viable option. Information can be sent electronically to katrina.cruz@va.gov.
