- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park NC, intends to negotiate on a sole source basis with Definiens Inc., Parsippany, NJ -7054, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for Perpetual License Single Workstation for Definiens Tissue Studio. 1) Perpetual License Single Workstation for Definiens Tissue Studio - Qty 1 each. 2) Annual Maintenance - Qty 1 each. 3) 1 day training - Qty 1 each. The Definiens Tissue Studio application software is a computer-based image analysis solution for quantitative digital pathology. This software package is compact allowing for the generation of objective data on IHC-stained and Immunofluorescence tissue samples; whereas, most commercially available image analysis programs offer 2 separate packages to do these type of analyses. It approaches tissue quantification by providing morphological fingerprints and biomarker expression profiles on a cell-by-cell basis per slides, regions, vessels, cells or sub-cellular compartments. The Definiens Tissue Studio application can determine morphology and expression profiles that would fit the needs of investigators requiring IHC evaluation. The package is unique and different from current image analysis software packages in that it works with bright field or immunofluorescence images, on whole tissue slides or tissue microarrays. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received with 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Definiens Inc. The NAICS Code/Size is 511210/$25M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
