Description
The US Environmental Protection Agency (EPA), Office of Research and Development(ORD), National Risk Management Research Laboratory(NRMRL) located at 109 T.W. Alexander Drive, RTP, NC. Has a requirement for one (1) each Gas Chromatograph Low Resolution Mass Spectrometer (GC.LRMS) to support NRMRL/APPCD?s research efforts to evaluate organic compound emissions. The North American Industry Classification Code (NAICS) is 334516. The size standard for this code is 500 employees. THIS IS A COMBINED SOLICITATION/SYNOPSIS for full and open competition. This notice contains all of the necessary documents for interested parties to submit their responses for the requirement. Except for any amendments that may be issued there will be no additional documents associated with this notice. Point of Contact for this requirement is Garry A. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Attachment A Required Items and Minimum Performance Specifications RFQ-OH-12-00106 The Contractor shall provide a general purpose Gas Chromatograph Low Resolution Mass Spectrometer(GC/LRMS) to the U.S. EPA?s ORD/NRMRL/APPCD located in Research Triangle Park, NC. The GC/LRMS will be used primarily for the analysis of dioxins and other trace organic compounds. Specifically the GC/LRMS will perform qualitative, semi-quantitative, and quantitative measurements on extracts of environmental samples. Extracts will be typically separated on the accompanying gas chromatograph and then measured in the GC/LRMS under selected ion monitoring conditions. Hence the spectrometer software will be able to collect, process and report data to meet the requirements specified in USEPA SW846 Method 8270. The potential contractors shall deliver a point by point response to these specifications. Specifically, this GC/LRMS shall: Mass Spectrometer: -have quadrupole or time of flight mass filter. -have an upper mass range at 1000 daltons or above. -have a lower mass range of below 10 daltons -have Electron Impact Ionization capabilities -have Chemical Ionization capabilities -Be able to detect both positive and negative ions -have safety interlocks to shut the system down safely in case of failures Gas Chromatograph: -have split/splitless injector -have a GC with electronic pressure control -have an oven upper temperature limit in the GC above 350C Auto Sampler: -have an autosampler with at least 25 sample capability -have computer control of the autosampler -have capability to inject 1 ul to 10ul. Data System: -have a computer system that runs Windows XP Professional or later -have a computer data archive system that can use DVD media for archiving files. -have data evaluation software that does not corrupt the original data files. -have a data evaluation software package that allows automatic processing of data files -have a data evaluation system that automatically measures signal to noise ratios -have a data evaluation system that automatically applies flags to the data based on S/N ratios -have a data evaluation system that automatically applies flags to the data based on thresholds -include NIST mass spectral library for unknown identification. -include both monitor and printer -include software upgrades for 12 months after acceptance. General: -have UL certification or equivalent ( must be third party no self certification). -be delivered within 90 days of contract. -have a warranty for 12 months from data of installation. -include 5 days of training for the primary operator. Specifications needed for evaluation Sensitivity in full scan mode Mass Resolution Mass Range Any Specification or Capability that greatly exceeds requirements should be mentioned. Optional items desired but not required: -have a vacuum divert valve which allows the GC column to be changed without venting the instrument -have a vacuum interlock which allows the ion volume and filaments to be changed without venting -have oil diffusion high vacuum pumps -have oilless scroll type rough vacuum pumps for reduction of hazardous waste generation. -include first year expendables kit -include spare inner and outer EI and CI sources -have subambient GC capabilities for low molecular weight compounds. -include second injector PTV The EPA requires all equipment to be Underwriters Laboratories (U.L.) approved. The Contractor must provide information showing how the equipment they are quoting is compliant with U.L. standards. Attachment B Solicitation Description, Instructions, & Evaluation Criteria RFQ-OH-12-00106 1. Solicitation Description and Instructions This is a competitive request for quotation for a to be used by the U.S. Environmental Protection Agency, Office of Research and Development, National Risk Management Research Laboratory. Responses to the solicitation must be sent not later than September 7, 2012 at 3:00 pm local, by email preferably in pdf format one business day before the due date for responses. Offered prices shall include a breakdown of price, by line item, and a total price of all line items combined. Offered price shall include all shipping and delivery fees based on FOB-Destination. Technical Evaluation Criteria The Government will award a purchase order on a Best Value basis resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor shall be used to evaluate offers: Technical acceptability of the item offered to meet the Government?s requirement, and Offers shall provide technical descriptions with sufficient detail to demonstrate that the items offered meet the minimum requirements in the Performance Specifications (Attachment A)
