- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-12-T-7591, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective 18 May 2012. NAICS code 333923 applies. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a sole source firm fixed price purchase order for USNS Earhart to TTS Marine as the manufacturer and only authorized service center for the following services: The requested period of performance for the below service is 15-30 September 2012. 1.0 ABSTRACT: 1.1 This item describes technical services for the Portside FWD Anchor Windless (LW W2, Model no. L650-El002) pinion gear bushing replacement. 2.0 REFERENCES: 2.1 TG813BV-MMC-010; Technical Manual Electrically Driven Deck Machinery Models 03-136-184/0, 03-136-185/0, 03-136-186/0 and 03-136/187/0. 2.2 Drawing 03-138.375/0A - Drum Shaft 2.3 Drawing 03-137.941/0 - Cable Lifter, Axle, and Gear Wheel. 3.0 ITEM LOCATION AND DESCRIPTION: 3.1 Location and Quantity. 3.1.1 Location: Forward Mooring Area, 01 Level. 3.1.2 Quantity: Portside FWD Anchor Windless (See Figures below). 3.2 Item Description/Manufacturer's Data: -Portside FWD Anchor Windless, L650-EL002 4.0 GOVERNMENT FURNISHED EQUIPMENT/ MATERIALS/SERVICES: 4.1 Pinion Gear Bushing 5.0 NOTES: 5.1 To gain access to MSC vessel's on the West Coast, contractors must submit an EPIC request to MSC.SSUSD.EPIC@navy.mil and the PPE (email below). 5.1.1 The following information is required: 5.1.1.1 U. S. Citizen Contractors: Full Name; Full SSN; Ship Attending; Reason For Visit; Dates Requiring Access. 5.1.1.2 Non-U.S. Citizen Contractors: Full Name; Date of Birth; Nationality; SSN, Passport No. or ARC No.; Ship Attending; Reason For Visit; Dates Requiring Access. 5.2 Period of Performance shall be as stated. 5.3 Performance location is Chinhae Korea, ROK Korean Army Base. 5.4 POC is Prinicpal Port Engineer Scott Alvey, email scott.alvey@navy.mil, Phone 757-380-4539. Chief Engineer is Robert Carr, email robert.w.carr.civ@ake6.navy.mil or cheng@ake6.navy.mil. 5.5 Ship's force shall electrically tag out and disconnect the unit prior to any work accomplished. Ships Force shall secure the Anchor prior to accomplishing this work item. 5.6 All maintenance shall be performed in accordance with OEM recommended practices and procedures. 5.7 Under separate contract, crane Services shall be provided by local contractors. Local contractor shall assist Ships Force with rigging. 5.8 For Contracting purposes, OEM shall inform Port Engineer and Chief Engineer expected duration of repair. 5.9 Anchor Windless weights approx 4400kgs (9700lbs) for rigging purposes. 6.0 QUALITY ASSURANCE REQUIREMENTS: None 7.0 STATEMENT OF WORK: 7.1 Pinion Bushing (Pc8 of reference 2.3) Replacement; 7.1.1 Provide the service of two (2) authorized OEM TTS Marine Field Service Reps. Both OEM Reps shall be a Sr. Service Tech Rep and experienced with the T-AKE Class Anchor Windless. 7.1.2 Ships Force to tag out the Anchor Windless. 7.1.3 Ships Force shall electrically disconnect the Anchor Windless Motor prior to pinion bushing replacement. 7.1.4 Ships force shall remove any interferences to allow gearbox assembly to be lifted off foundation. 7.1.5 Ships Force shall secure Anchor (if required). 7.1.6 OEM shall remove the warping head assembly from the main shaft. See references 2.1 thru 2.3. 7.1.7 OEM shall remove both bearing blocks that secure the main shaft (pc2 of reference 2.3) to the cable "chain" puller. 7.1.8 OEM shall assist Ships Force in rigging unit to be lifted off foundation to allow pinion bushing (pc8 of reference 2.3) to be replaced. 7.1.9 Anchor Windless weights approx 4400kgs (9700lbs) for rigging purposes. 7.1.10 Under separate contract, Local Contractor shall be tasked to lift unit from foundation. OEM and Ships Force shall assist. 7.1.11 Local Contractor (by Direction of OEM) shall lift gearbox assembly from foundation. OEM shall remove foundation pins. 7.1.12 Once gearbox has been lifted to allow pinion gear removal from main shaft, OEM shall ensure pillow block bearings are free from any dirt or debris and from entering or contaminating the bearings. Bearings shall be marked, removed and protected during the pinion gear bushing replacement. 7.1.13 OEM shall replace pinion gear bushing (Pc8 of reference 2.3) and reassemble on main shaft. All grease shall be provided by Ships Force. 7.1.14 OEM, with assistance of Ships Force, shall rigg gearbox back into place, install foundation pins, re-install bearing blocks, and re-install warping head assy. 7.1.15 Torque all fasteners to OEM recommended values. 7.2 Operational Test; 7.2.1 OEM shall be present to witness operational test to ensure no binding or misalignment exists. MSFSC INVOICE INSTRUCTIONS FOR SHIPPING CHARGES At the time of invoice, a shipping receipt must be provided to substantiate shipping or freight charges greater than $25.00. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JUN 2012) (a) Definitions. As used in this clause-- Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization. Document type means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF). Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system. (b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports. (c) WAWF access. To access WAWF, the Contractor shall-- (1) Have a designated electronic business point of contact in the Central Contractor Registration at https://www.acquisition.gov; and (2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site. (d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. MSC WIDE AREA WORKFLOW (WAWF) INSTRUCTIONS (APR 2012) To implement DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (MAR 2008), Military Sealift Command (MSC) utilizes Wide Area WorkFlow (WAWF) to electronically process vendor requests for payment. This application allows DoD vendors to submit and track Invoices and Receipt/Acceptance documents, if applicable, electronically. The Contractor is required to utilize this system when processing invoices and receiving reports, if applicable, under this contract/order, unless an exception at DFARS 252.232-7003(c) applies. The Contractor shall: (i) ensure an Electronic Business Point of Contact is designated in Central Contractor Registration (CCR) at http://www.ccr.gov. (ii) register to use WAWF at the https://wawf.eb.mil site, within ten (10) calendar days after award of this contract or modification. Step by step procedures to register are available at the https://wawf.eb.mil site. (iii) ensure review of the MSC WAWF Vendor Guide, available at the MSC site http://www.procurement.msc.navy.mil under the references section. The Contractor shall verify that those DoDAACs automatically entered by the WAWF system match the information in the table above. If these DoDAACs do not match, then the Contractor shall correct the field(s). If Receiving Reports are required, ensure that the "Inspection" and "Acceptance" defaults of "destination" for both fields are not changed in the WAWF online interface. The CLINs on the WAWF invoice shall be entered exactly as set forth in the contract document including CLIN number (e.g. 0001), Quantity (may be adjusted for actual quantity or dollar value delivered and invoiced), and Unit Price (e.g. $1.00). The dollar amounts on each CLIN or SubCLIN on the WAWF invoice shall reflect final performance values, but in no instance can the dollar amount for each CLIN or SubCLIN exceed what is specified in the contract document. The Contractor shall bill to the lowest level, e.g., the SubCLIN level. The Quantity and Unit of Measure fields must be filled out exactly as indicated in the CLINs and SubCLINs to reduce the possibility of the invoice being delayed or rejected during processing. Before closing out of an invoice session in WAWF, but after submitting the document or documents, the Contractor will be given the option to send additional email notifications by clicking on the "Send More Email Notifications" link that appears on the page. The Contractor shall click on this link and add the acceptor's/receiver's email address in the first email address block and add any other additional email addresses desired in the following blocks. This additional notification to the Government is important to ensure the acceptor/receiver is aware that the invoice documents have been submitted into the WAWF system. BASIS FOR AWARD: Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest evaluated price. SHIP & BASE ACCESS Vendors are responsible for correctly submitting forms/applications. Vendors are encouraged to monitor email using "Request a Read Receipt" function and to confirm receipt of facsimile transmissions. Due to enhanced security measures, ship and base access is required for pre-award ship visits (e.g. ship-check) and for contract performance. Specifically the following permissions are required: 1. El Paso Intelligence Center (EPIC) personnel screening requirement 2. Base/Repair Facility Access Request 3. Vehicle Access Request 4. Ship Access List (vendor-provided) All forms are available for download on the MSC contracts webpage at http://www.msc.navy.mil. Click on "Contracts" in the upper right corner. "EPIC template" is under "Reference" subheading. Click on "Online Library of Common Documents" for all other forms. EPIC: Required for access to MSC vessels. Complete EPIC form strictly adhering to format requirements and forward to (CONUS East Coast repairs) MSFSC(underscore)EPIC(underscore)EAST@navy.mil and (CONUS West Coast and HI repairs) MSC.SSUSD.EPIC@NAVY.MIL. EPIC personnel screening requests are desired seven calendar days prior to performance start date. Requests will be managed as expeditiously as circumstances permit. Vendor will be notified by MSFSC of personnel who are denied access to the vessel. Base/Repair Facility Access: Permit is required to access Navy facilities. Base/Repair Facility Access Request is desired seven days prior to ship check or performance start date. Submit forms per the document instruction and to the Port Engineer. RAPIDGate® is being implemented for access to DoD facilities in CONUS, HI, Guam and Puerto Rico. Vendor is responsible to acquire RAPIDGate® status and destination base individual access badge(s) activation prior to performance start date.
