- 1449 Solicitation (RFP) with Performance Work Statement (PWS) REQUIREMENTS INFORMATION 1. GENERAL INTENTION: Marine Barracks Washington seeks a contractor to provide alteration and repair services for all authorized personnel stationed at Marine Barracks Washington. The contractor shall provide trained, experienced personnel as well as tools, supplies and equipment necessary to perform all duties in accordance with the Performance Work Statement. 2. PROCUREMENT APPROACH: This is a Request for Proposal (RFP) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12 and as supplemented with additional information included in this notice. This acquisition will be procured using FAR Part 15 and 16 and will result in a quirements type contract IAW FAR 52.216-21 and is subject to the Service Act of 1965. All provisions and clauses contained within FAR 52.212 - Acquisition of Commercial Items and FAR 52.222-42 Statement of Equivalent Rates for Federal Hires will be included as applicable in this RFP and resulting contract award. The perspective wage determination #: 2005-2103, revision #12. can be found at, http://www.wdol.gov/wdol/scafiles/std/05-2103.txt. The quantities specified in the schedule are good faith estimates only and do not commit the Government to purchase the estimated quantities listed. Funded delivery orders issued against this contract will specify the exact items and quantities to be delivered. The size standards for this industry is as follows: NAICS: 811490 Other Personal and Household Goods Repair and Maintenance Size Standard: $7.0M NAICS: 812320 Dry-cleaning and Laundry Services (except Coin-Operated) Size Standard: $5.0 M 3. BASIS FOR AWARD: The basis for award is lowest priced technically acceptable (LPTA). Technical Acceptability will be base on whether the products or services provided in your proposal meet or exceed the needs of the government in accordance to the requirements in this RFP and the performance work statement (PWS). The Contractor shall provide the actual amount for each item proposed. 4. PERIOD OF PERFORMANCE: The period of performance for this acquisition shall be for a base period not to exceed twelve (12) months and four (4) one-year option periods*, as follows: Base Period 24 Sep 12 - 23 Sep 13 Option Year 1 24 Sep 13 - 23 Sep 14 Option Year 2 24 Sep 14 - 23 Sep 15 Option Year 3 24 Sep 15 - 22 Sep 16 Option Year 4 23 Sep 16 - 22 Sep 17 *Note: Start dates are projected. Actual start dates will be determined, based on contract award date. The following Option FAR Clauses: 52.217-5, 52.217-8 and 52.217-9 are included in this request. Options will be exercised solely at the Government's discretion and only after a determination has been made that exercising the option is in the best interest of the Government. All options will be evaluated prior to award. 5. PROPOSAL SUBMISSION: SUBMIT PROPOSALS NLT 1:00PM 21 September 2012. All interested parties shall include, at a minimum, the following in the submitted offer: 1. Pricing, included in Schedule B of SF1449 and for All options; 2. Completed Representation and Certifications - both FARS 52.212-3 and DFARS 252.212-7003; and, 3. Signed and dated SF1449. 4. Any other information/document offeror deems necessary.
