Description
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 8), James A. Haley Veterans Hospital, Tampa, FL is currently seeking any company that can provide the following items or equal: EXPANSION OF THE BOSCH VIDEO MANAGEMENT SYSTEM (BVMS) to add an additional 150 analog PTZ cameras and associated RAID storage capable of recording 90 days of video under normal conditions, and two (2) 55" monitors, mounts, and support hardware capibible of simultaneously displaying up to 50 cameras. The contractor shall provide all resources (labor, materials/parts, tools, equipment, licenses, and transportation) necessary to accomplish the tasks. The vendor shall design, procure, install, configure, test and certify all required mechanical, electronic and electrical components. The vendor shall also perform training for up to ten (10) VA hospital staff members on the system's operation. The vendor shall return the Bosch Video Management System (BVMS) to full operation at the conclusion of the work. The Contractor will provide all labor, parts, and required licenses required to add to the existing Bosch Video management System (BVMS) an additional 150 analog cameras and associated Redundant Array of Independent Disk (RAID) storage required for 90 days of video recording under normal conditions (Normal conditions are defined as recording a 4CIF, at 7.5fps @ 1362kbps for 18 hours per day with 6 hours per day at 700kbs quite time). All installations shall conform to manufacturer's specifications. The contractor shall also provide and install two (2) 55" monitors, mounts, and required computer support to simultaneously display and control 50 Bosch Auto dome PTZ cameras in the Police dispatch area. All parts must meet or exceed manufacturer's factory specifications to maintain compatibility with systems presently in place and with future performance/reliability upgrades. The VA shall not provide service manuals or service diagnostic software to the Contractor. The Contractor shall obtain, have on file, and make available to its FSE(s), all operational and technical documentation (e.g., operational and service manuals, schematics, and parts lists) which are necessary to meet the performance requirements of this contract. The location and listing of the service data manuals, by name, and/or the manuals themselves shall be provided to the CO upon request. Any charges for parts, manuals, tools, or software required to successfully complete any installation or service required are included within this contract and it's agreed upon price unless specifically stated in writing otherwise. At the conclusion of the installation, the Contractor will present the installation to hospital electronic technician(s) for inspection and approval of workmanship, functionality, and conformance to manufacturer's installation standards as well as all applicable local, State and Federal standards and codes. The government will provide all required rack space, network connectivity, and AC electrical power required by the installation. Each respondent must have an established business, with an office and full time staff to include a "fully qualified" field service engineer (FSE). "Fully qualified" is based upon training and on experience in the field. For training, the FSE has successfully completed a formalized training program on the Bosch equipment specified. For field experience, the FSE has a minimum of two years experience with respect to scheduled and unscheduled preventive and remedial maintenance of Bosch camera systems. The FSE shall be authorized by the Contractor to perform the installation services. All work shall be supervised by a "fully qualified" competent FSE. The Contractor shall provide written assurance to the competency of their personnel and a list of credentials of approved FSE for each make and model the Contractor services at the VA. The Contracting Officer (CO) may authenticate the training requirements, request training certificates, or credentials from the Contractor at any time for any personnel who are servicing or installing any VA equipment. The CO and/or Contracting Officer's Technical Representative (COTR) specifically reserves the right to reject any of the Contractor's personnel and refuse them permission to work on the VA equipment. If subcontractors are used, the CO must approve them in advance. The Contractor shall submit any proposed change in subcontractor(s) to the CO for approval/disapproval. The applicable NAICS for this item is 561621.
