- Amendment 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Homeland security (DHS), U.S. Coast Guard (USCG), intends to enter into negotiations on a sole source basis under the authority of FAR 6.302-1 with Bering Air Inc., 1470 Seppala Drive, Nome, AK 99762-1650. However, all responsible sources may identify their interest and capability by responding to this requirement with a quote NLT 4:00 p.m. 10 September 2012. HSCG35-12-Q-JLE055 is issued as a Request for Quotation (RFQ). The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-55. This is Total Small Business Set Aside procurement; the applicable NAICS number is 481211 and the small business size standard is 500 people. The place of performance is Nome, Alaska or within fifty (50) miles of Nome, Alaska. The period of performance is 30 September 2012 through 04 October 2012 with seven sitting capacity airplane? Offers are due at United States Coast Guard (USCG) Base Command Ketchikan, Alaska, by 4:00 O'clock P.M. (local Alaska Time) on 10 September 2012. Mueller, telephone (907) 463-2287, or email: Karl.J.Mueller@uscg.mil The USCG Base Command Ketchikan in support of United States Coast Guard District 17 has a requirement to secure chartered flight, in support for the upcoming delegate conference to be held at Anadyr Russia per the below Scope of Work (SOW). SCOPE OF WORK (SOW) PROVIDE CHARTERED AIRLINE TO THE UNITED STATES COAST GUARD (USCG) IN SUPPORT OF UPCOMING CONFERENCE BE HELD IN ANADYR RUSSIA- 30 SEP12-04OCT12 1. GENERAL REQUIREMENTS: 1.1 This requirement is to secure a chartered flight for seven (7) CG Members to attend a conference at Anadyr, Russia from 30SEP12 through 04OCT12. 1.2 Departure of Flight on 30 Sep 2012 will be no earlier than 1330 local time from Nome Airport (or an airport within 50 miles the Nome Airport, Nome, AK). The Charter Airline must meet at a minimum the requirements of sitting capacity 1.3 Charter providing the services must be able to provide seven (7) sitting capacity. Fly-in time will be on the 30Septmeber 2012 and return 04 October 2012. Other Costs associated with this charter are not a part of this order. Conference attendees will reserve and pay for lodging and incidentals themselves. 2. REQUIREMENTS: 2.1 One (1) seven sitting capacity chartered airline to accommodate no less than 7 people. 2.2 Flight and Return dates are scheduled for 30 September through 04 October 2012. 3. GENERAL INFORMATION AND PAYMENT INSTRUCTIONS 3.1 The contractor shall notify the contracting officer for any changes/additions, deletions and modifications to the contract prior to any execution of any work outside the Scope of Work. 3.2 Submit bill/invoice on completion of services, as per instructions on the purchase order.
