Description
The BOR intends to award a contract to Splunk Inc. as they are the only source available to perform the requirement. SOLE SOURCE DETERMINATION (For Requirements With a Value of Less Than $100,000 or Under Another Agency's Contract) Bureau of Reclamation, Denver, Colorado Requisition No. R12PS80402 Requisitioner Kevin J. Kelly Office Code84-21110 Telephone No. 303 445-2261 DateJuly 11, 2012 As required by Federal Acquisition Regulation 13.106-1(b), this sole source determination has been prepared to document the facts and rationale to support the determination that only one source is available to provide the agency's requirement. The supporting data has been prepared by the Bureau of Reclamation technical personnel. 1. Description of the supplies or services: On-site service to upgrad/install/configure/tune the following Splunk applications: Enterprise Security Suite - UNIX - Windows - Splunk Cisco Security - Exchange - Web Analytics for Apache/IIS/JBoss if available, VMWare. Also deploy heavy forwarders to Regions as needed. Service will include full documentation of all work performed. 2. Identify the proposed contractor (with address) and describe why they are the only source capable of providing the supply/service: The proposed vendor is: Splunk, Inc. 250 Brannon Street, 2nd floor San Francisco, California 94107 Ph. 415 848-8400 Fax. 415 568-4259 Splunk, Inc. designed and developed the monitoring and diagnostic software used by the Division. They are the only vendor that has direct access to the design Engineers in the event issues come up during the on-site service. A Splunk Engineer is required to provide the higher level of service that needs to be performed. 3. Additional facts that support the sole source vendor: No other vendor has access to the software codebase which is required to ensure the software is properly configured. IT Services currently has a support contract with Splunk. IT staff will coordinate and work with the vendor to document the specific custom configuration required, ensure the vendor has the required system access and verify the vendor sufficiently performs and documents the work performed.
