- This is a combined synopsis/solicitation for commercial items. The North American Industry Classification System (NAICS) is 424720, Petroleum and Petroleum Products Merchant Wholesalers. The size standard is 100 M. The Product Service Code for this procurement is 9130. The U.S. Fish & Wildlife Service (USFWS) in Portland Oregon intends to award a requirements contract under authority of Federal Acquisition Regulation Part 12, Acquisition of Commercial Items, for the acquisition of bulk fuel. The following provisions and/or clauses apply to this acquisition. Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation presents the lowest price technically acceptable. Contractors must be fully and actively registered in the System for Award Management (SAM). SAM is a free web-site which consolidates Federal procurement systems. Currently CCR, FedReg, ORCA, and EPLS have been migrated into SAM. https://www.sam.gov/portal/public/SAM Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to enroll, access, and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. Responses to this request for quote must be submitted by September 7, 2012, 1500 PS, Please follow the FedConnect link to review the Bid Package and Statement of Work. HOW TO RESPOND : Please submit Standard Form 1449 with appropriate bid schedule unit pricing for all line items NO LATER THAN September 7, 2012, 1500 PS. It is the responsibility of each offeror to review the publication website for notice of amendments, updates or changes to current information. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).
