- Detailed Solicitation package for the ATM Fee requirement. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. GAO anticipates award of a fixed price contract for one year. This combined synopsis/solicitation is organized into seven parts: (1) Purpose/Background/Requirements; (2) Applicability of FAR Provisions; (3) Proposals; (4) Technical Evaluation and Award; (5) Late Clause; (6) Point of Contact; (7) Pricing Schedule. Purpose The U.S. Government Accountability Office (GAO), the investigative arm of Congress, is soliciting this Request for Proposal (RFP) to acquire data pertaining to fees that consumers pay for ATM transactions and the cost to financial institutions and other ATM operators that provide ATM services. Data on ATM fees, including fees charged by financial institutions and independent ATM deployers, is needed by GAO to analyze the fees consumers pay to conduct ATM transactions and how they have changed over time. GAO intends to use this data in a published report to respond to requests submitted by members from the United States Senate. Background Consumers made an estimated 6 billion withdrawals from approximately 400,000 automated teller machines (ATMs) in the U.S. in 2009, totaling $646.7 billion. According to the Federal Reserve, about 64 percent of these transactions were made by consumers at their own depository institution (on-us), while the remaining transactions were made at ATMs operated by other organizations, such as another depository institution or a nonbank ATM operator (off-us). Consumers typically pay fees for conducting off-us ATM transactions, which can include both a surcharge fee paid to the ATM operator and a foreign fee paid to their own depository institution. Concerned with the rising ATM fees, several Senators have made request to GAO that they examine this matter. Requirements GAO requires data on ATM fees charged by financial institutions and ATM fees charged by nonbank ATM operators. GAO has identified in this statement of work requirements that are specifically related to the data. The offeror must be able to meet all the mandatory requirements outlined in order to be considered for award. The contractor's proposal must include a template or sample report demonstrating the format in which the data will be provided in accordance with the stated mandatory requirements. Offerors may email written questions requesting clarification of the Request for Proposal (RFP) to the Contract Specialist, Deja Craddock at: craddockd@gao.gov. No information concerning this solicitation or requests for clarification will be provided in response to telephone calls. Questions will be received up to 2:00 PM Eastern Standard Time (EST) on August 31, 2012. Questions received after this time and date will not be answered. 3. Proposal Submissions: All proposal submissions in response to this RFP must be received no later than no later than 2:00 p.m. (EST) September 4, 2012. All proposals must be submitted in email to Deja Craddock at: craddockd@gao.gov. 4. Proposals: The Offerors proposal shall include the following: a) Signed copy of the Standard Form 1449, with blocks 17 (A) and 30 (a)-(c). b) Signed copy of the Standard Form 30 of any amendments issued against this RFP. c) Offerors DUNS number, Cage Code, and Tax ID number. d) Technical Proposals: Offerors shall submit one (1) original electronic email copy to craddockd@gao.gov. e) Price Proposal: Offerors shall submit one (1) original electronic email copy of the pricing schedule in PDF Format to craddockd@gao.gov.
