- NHGRI 508 Compliance THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Carl Zeiss Microscopy, LLC, One Zeiss Drive, Thornwood, New York 10594-1939 to procure a Zeiss software and computer upgrades for Zeiss imaging systems. The following is being procured: Catalog Number: 4109039906005000 Imaging Workstation (12 GB RAM), Quantity: Two (2) Each. Catalog Number: 4103503003000000 LCD TFTMonitor 30" (76.2cm) HP ZR30w, Quantity: Two (2) Each. ZEN UPGRADE for SD System Dongle number: 3011096, Catalog Number: 4101381103110000 Platform ch. AV 4 to ZEN system US HW L, Quantity: One (1) Each. Zen Upgrade for Offline Workstation 1 Dongle number: 3011097, Catalog Number: 4101381106110000, Platform change AV 4 to ZEN pro US HWL, Quantity: One (1) Each. Zen Upgrade for Offline Workstation 2 Dongle number: 3013709, Catalog Number: 4101381106110000, Platform change AV 4 to ZEN pro US HWL, Quantity: One (1) Each. ZEN Upgrade for Observer Z1 Dongle number: 3010842, Platform change AV 4 to ZEN pro US HWL, Quantity: One (1) Each. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Cytogenetics and Microscopy Core provide investigators with imaging services, access and assistant with fluorescence live cell microscopy. The Core are in the process of adding a ZEN dongle to all of the user's microscopes to have the flexibility to simultaneously use the program in the workstation and other computers. This will give the Core compatibility with every existing Zeiss system, to be able to use the same ZEN platform enabling each user to move from system to system without additional training. Additionally, the core will have the capability to run extended (days), complicated (4D-tiling), and extremely large (30GB) datasets using the multi-photon and spinning disk confocal systems, as well as, the two user scopes and two x64 bit workstations. This software will also relieve some of the staff training complications due to the synchronous implementation of ZEN in all of the Core's Zeiss systems. Currently, the Core has four different software platforms that will be reduced to two after the implementation of ZEN. This software package will give researchers the ability to post-process Zeiss ZEN datasets on the x64 workstation. The North American Classification System (NAICS) code applicable to this requirement is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-60 (July 26, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, August 29, 2012, 7:30 a.m., Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
