- Brand Name Justification & Approval for Motorola Brand Radios COMBINED SYNOPSIS/SOLICITATION MOTOROLA RADIOS, SOFTWARE & ACCESSSORIES Solicitation Number FA2860-12-R-0044 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FA2860-12-R-0044 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. This solicitation is being issued on a restricted basis to allow for other than full and open competition. This solicitation will be a Historically Underutilitized Business Zones (HUBZone) Set-Aside. The associated NAICS code is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing), with a small business size standard of 750 employees. This is a brand name purchase description. As such, in accordance with USC, 2304(c) as implemented by FAR 6.302 Other than full and Open Competition; there is a Brand Name requirement as outlined in the posted Brand Name Justification & Approval (J&A). Location of the Government site is aboard Joint Base Andrews-NAF Washington, MD 20762 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications. (2) Price (to include shipping). (3) Delivery Date. All pricing quoted shall be F.O.B. destination. The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technicall acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping). (3) Delivery Date. Contractor shall also have satisfactory Past Performance. INSPECTON AND ACCEPTANCE TERMS: Supplies will be inspected by Contracting Officer Representative (COR) and accepted at destination.
