Description
NASA/LARC has a requirement for one Ethernet IP Core compatible with the ExPCA 10 Base-T interface and with MAC and PHY levels within the Field Programmable Gate Array (FPGA)radiation tolerance for use in International Space Station (ISS) Systems. The requirement includes integration, test support and post delivery support. NASA/LARC intends to purchase the items from Advanced Optical Systems (AOS), Inc. The AOS IP Core was developed for use in other ISS systems and combines the Media Access Control (MAC) and Physical (PHY) Ethernet layers into the FPGA. The schematic and hardware design of the ExPCA and SAGE III proposed SSMC can only work with the IP core provided by AOS. This is a unique implementation to ensure the 10Base-T Ethernet interface flown on ISS is radiation-tolerant. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. EST on 09/04/2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
