- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Perkin Elmer Health Sciences, Inc., 710 Bridgeport Avenue, Shelton, CT 06484-4794 to procure the following: 1. Tri-Carb 2910 TR Domestic, Material Number: B291000, Quantity: One (1) Each. 2. Ambient Kit, TRI-CARB VE, Material Number: 7600119, Quantity: One (1) Each. 3. High Sensitivity Count Mode, Material Number: 7000893, Quantity: One (1) Each. The sole source determination is based on the fact that National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Genetic Disease Research Branch (GDRB) seeks to identify the genetic abnormalities responsible for human disease and to elucidate the mechanisms by which these abnormalities cause defects in the structure and function of gene products. The Branch also has a major focus on understanding how disruptions in signaling pathways and transcription factors may contribute to disease. GDRB investigators use human and mouse genetics to identify and clarify the pathways of both human genetic diseases and normal development. Model systems, such as genetically altered mice and in vitro cell culture systems, are major components of these investigations. Ongoing efforts include research aimed at understanding the genetic components of a number of human developmental diseases, particularly of the nervous, immune, and musculoskeletal systems. There also is a heavy emphasis on human neurodegenerative disorders. The GDRB will be sharing this machine with all lab members in branch, therefore the instrument needs to be in a central location. The Perkin Elmer Tri-Carb 2910 TR Liquid Scintillation Analyzer is a computer controlled bench top liquid scintillation analyzer for detecting small amounts of alpha, beta and gamma radioactivity. It will measure activity of radioactive probes used in certain biological research assays. The Perkin Elmer Tri-Carb 2910 TR Liquid Scintillation Analyzer will also measure any trace radioactivity sampled after a researcher has used radioactivity in the laboratory areas. This ensures the safety of all staff from being unknowingly exposed to radiation. The Perkin Elmer Tri-Carb 2910 TR has a cassette loaded bidirectional conveyor mechanism to hold either 408 Standard 20mL or 720 mini 7mL vials. The sample holder enables intermixing and counting of both large and small sample vials without having to switch out special adapters. Additionally, Tri-Carb 2910 TR Liquid Scintillation Analyzer will provide an efficient and timely approach in measuring many test samples that need to be swiped and then measured to make sure that staff members are not being exposed to any surface contamination of radioactivity. This system has a Time-Resolved Liquid Scintillation Counting feature for high sensitivity, low background counting of liquid scintillation samples. TR-LSC increases sample throughput and reduces cocktail consumption. The North American Classification System (NAICS) code applicable to this requirement is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-60 (July 26, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, August 30, 2012, 7:30 a.m., Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
