- The Naval Undersea Warfare Center, Division Keyport intends to issue a Request for Quotation (RFQ) for Inert Actuator to be manufactured in accordance with drawings 5479314, 5538078, 5479313, 5479304_01_A, 5538074_A and PL5479304_A_2sh. The Government anticipates award of one (1) firm-fixed price type contract. The Defense Priorities and Allocations System (DPAS) rating for this requirement is DO-C9E. The procurement is 100% set-aside for small business concerns only. Applicable NAICS code for this procurement is 334419 and has size standard of 500 employees. Offers shall be FOB Destination pricing to NUWC, Keyport, WA 98345-7610. Requirements and evaluation procedures will be listed in the solicitation, which is required to be completely filled out and returned prior to the solicitation closing date and time. All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation. Questions should be submitted via e-mail to elizabeth.ferguson@navy.mil. Drawings referenced in the solicitation are restricted by the Arms Export Act and are ONLY available to vendors/contractors appointed data custodian that are registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dls.dla.mil/jcp. Restricted drawings and technical information are available through FedBizOpps. Provisions and clauses in effect through the latest Federal Acquisition Circulars will be included in the solicitation. To access the clauses/provisions to be completed, download the Federal Acquisition Regulations at http://www.arnet.gov/far. Download the Defense Federal Acquisition Regulations (DFARS) at http://www.acq.osd.mil/dp/dars/dafars.thml. The offeror must have a current registration in the DoD System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/. Offerors are also advised that these representations and certifications may be completed through the same link. It is anticipated that solicitation N00253-12-T-0304 will be available on or about 10 September 2012. The solicitation closing date is anticipated to be 15 days after the issuance of the solicitation package. The actual date and time will be identified on the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government ™s requirement with a commercial item within 15 days of this notice.
