- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-12-068-1 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement to procure the following Becker & Hickl GmbH equipment: Quantity One: Item # SIMPLE-TAU-130-EM-DX; Ultra-fast Time Correlated Single Photon Counting (TCSPC) System in laptop format with SPC-130-EM; includes notebook, extension box, and DCC-100 Quantity One: Item # HPM-100-40 C-Mount; high speed hybrid detector for TCSPC, GaAsP, 300-730 nm, GaAsP, 3 mm Cathode diameter, time resolution 100 ps; includes cable Quantity One: Item # A-SMA-905-CMOUNT; fiber adaptor for C-Mount Detectors (PMH-100, PMC-100, HPM) This equipment is needed to increase the sensitivity of the Becker & Hickl GmbH TCSPC photometry system already in place in the lab. In order to upgrade the existing system, the parts must be compatible with the existing hardware and software. The Offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representation and certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items, FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the products specified in this synopsis should submit one (1) copy of their quotation to the following designated location/contracting office address: 6100 Executive Blvd, Room 5Z00, Rockville, MD 20852, ATTN: Tracey Muck (or via email to muckt@mail.nih.gov) prior to 3:00 p.m. local time at designated location address/via email on August 30, 2012. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates the offer meets all of the foregoing requirements. The quotation must reference Solicitation number NIH-NICHD-12-068-1. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
