- Notice of Intent to Award a Sole Source Procurement 0040049517: The U.S. Fish & Wildlife Service (USFWS), R1, intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the investigation of wild bird morbidity and mortality events in the state of Oregon. Migratory birds are predictably capable of moving or transmitting many well-known diseases such as HPAI, avian cholera, West Nile virus, and others. Oregons migratory species include song birds and raptors, waterfowl and shore birds, including those that follow the Pacific Flyway and pelagic species that visit the coast, for the Migratory Birds and Habitat Programs Office. The Oregon Department of Fish and Wildlife, has been selected to have the technical expertise and laboratory capabilities to conduct disease investigations; they have historical knowledge of avian populations and disease outbreaks in Oregon, and they have the resource management authority and the established relationships with USFWS, USDA, and State agriculture and health agencies to engage in disease response activities throughout the state of Oregon. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, for future procurements, any firm that believes it is capable of meeting the USFWS ` requirements described herein may submit a response no later than 08/30/2012. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the USFWS.
