Description
The National Institute of Standards and Technology (NIST) has a requirement for a person-portable Gas Chromatography-Mass Spectrometry System (GS-MS). NIST intends to issue a non-competitive award that will result in a purchase order to Torion Technologies, located in American Fork, Utah. Torion Technologies is the only known authorized provider of the trademarked Tridion-9 GC-TMS. This system will assist with providing solid phase micro-extraction (SPME) to qualify and quantify volatile organic compounds (VOCs) in the field. This instrument needs to be Windows compatible for integration of data and ease of data manipulation, and interpretation. The system should provide the longest battery life charge and the lightest carrying weight. The system will assist NIST in turning around results within less than 4 hours to NIST researchers during time sensitive projects instead of the typical turnaround time of ~2 days from a commercial laboratory. The Tridion-9 GC-TMS would provide results fast, accurate, and within precise detection limits. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR 13.106-1(b), soliciting from a single source; purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the award action deem only one source reasonably available. NAICS: 423490 It is anticipated that a firm-fixed priced award will be made with a one year period of performance. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required commodity as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the 5th calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. An award is anticipated to be made in (15) fifteen calendar days from the date of this notice.
