- Justification, Other Than Full and Open Competition Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award, as set forth in the Simplified Acquisition Procedures at FAR 13.106-1(b), soliciting from a single source. The Air Force Life Cycle Management Center, Cryptologic Systems Division, Contracting Division (AFLCMC/HNCK), intends to purchase circuit cards and modules from Innovative Computer Engineering (ICE), Inc., CAGE: 54ZG8. The proposed acquisition is for items with NAICS Code 334418, Printed Circuit Assembly (Electronic Assembly) Manufacturing, which has a Small Business Size Standard of 500 personnel. The following ICE, Inc. products have been requested: 1. PCI Express 8-Lane Peripheral Interconnect Component, Long; P/N: ICE-PIC6L Qty: 15 Each 2. Gigabit UDP Input/Output SDDS Module, Copper; P/N: ICE-UDP-R6-CPR Qty: 30 Each 3. Processor Module: P/N: ICE-V6M-LX240 Qty: 15 Each The AFLCMC/HNCK intends to solicit ICE, Inc. through a request for quote (RFQ) and make an award on a sole source basis. ICE, Inc. is the only known source who can provide the required items to the Government. The Government intends to make an award in the September 2012 timeframe. Proposals for the required items are NOT being requested through this notice. A justification for other than full and open competition has been approved for this acquisition and is attached in the notice. If a firm is capable of providing these exact items, please contact the Contracting Officer within five days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned.
