- THIS IS A NOTICE OF INTENT TO SOLE SOURCE AWARD. Mission and Installation Contracting Command - Installation Contracting Office (ICO) Fort Sill, Oklahoma intends to award a sole source contract for Fires Center of Excellence (FCoE) Manpower Analysis, for six (6) months with a period of performance beginning 29 September 2012 through 31 March 2013. In November 2010, the FCoE signed off on the creation of a new innovative Joint and Combined FIRES University (JCFU) vision, mission and Implementation Plan. The work included completing an organizational, human capital, and learning strategy assessment to identify ways of maximizing the organization's effectiveness while reducing cost. This was followed by the development of a new operating model, high-level organizational structure, and Transformation Roadmap to deliver the innovative concepts within the JCFU implementation plan, the Army Learning Method (ALM) 2015 and the FCoE Campaign Plan 2012-2013 while continuing to deliver a high quality education for today's warfighters. The FCoE is awarding a Phase II contract to mature the operating model which will build and expand upon the high-level organizational design study conducted by Accenture Federal Services, LLC in calendar year 11 and 12, to deliver innovative concepts within the FCoE implementation plan. This analysis will 1) identify staffing requirements, by position, to be incorporated into the FCoE future state Table of Distribution and Allowances (TDA); and 2) develop a business case through a cost benefit analysis to provide key information supporting the feasibility of implementing recommended changes. Additionally, the contractor shall evaluate the impact of consolidating the staff and functions from four to three brigades and recommend an organization structure to accomplish this. Although other contractors may be able to perform this contract; however, due to time constraints, other contractors will not be able to successfully perform this contract within the six months period of performance due to lack of background information, useful data, and access to strategic plans and organizational documents which are needed in order to establish a baseline level of knowledge which is required to implement this requirement. Accenture has already performed and researched all the FCoE Models, Organizations and capabilities in addition to providing information to the FCoE for implementation of the JFCU concept. Additionally, award to another contractor would result in substantial duplicative costs and mission failure. Accenture Federal Services has unique experience in FCoE operations and extensive institutional and organizational knowledge. Their staff served critical roles in the development of the JFCU Implementation Strategy. Losing this experience would significantly impact the FCoE ability to meet its manpower analysis requirements within the required timeliness. This will be unrestricted sole source procurement. The sole source contract will be issued to Accenture Federal Services, LLC, 11951 Freedom Dr Ste 1000, Reston, VA 20190-5658. The contract type is a Firm Fixed Price (FFP) contract. This sole source contract will provide critical services to the USAFCOEFS. This action is accomplished under the statutory authority permitting other than full and open competition is 10 U.S.C. 2301(c) (1) as implemented by FAR 6.302-1(a)(2)(ii) -- Only One or a Limited Number of Responsible Sources, and No Other Type of Supplies or Services will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals and is posted for fifteen (15) calendar days. Any response to this notice must show clear and convincing evidence that competition of this six month period would be advantageous to the Government. If no affirmative written response is received, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code remains 611710.
