Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) is being issued under FA8307-12-Q-1144. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 05-60. This procurement is being solicited on an unrestricted basis. The associated North American Industrial Classification Standard (NAICS) Code is 334515; Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals and the size standards in number of employees is 500. The Air Force Life Cycle Management Center, Cryptologic Systems Division, Contracting Branch, (AFLCMC/HNCK) intends to award a Firm Fixed Price Purchase Order to purchase 1 (one) each of 2430D 40 Mbps TTL/RS-422 Bit Error Rate Tester (BERT) and Synchronizer; Model Number: 2430D-PP-VT-FSB on a sole source basis from Acroamatics Telemetry Systems, 5385 Hollister Ave Bldg 5, Santa Barbara, CA 93111; Cage Code: 8F920. This requirement will be accomplished using other than full and open competition procedures for commercial items. The government intends to solicit and negotiate with only one source IAW 10.U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. Acroamatics has propriety data, including necessary software to make this Bit Error Rate Tester work correctly to test Ground Operating Equipment (GOE) space COMSEC ground units. A sole source justification has been submitted and approved for this requirement. FOB Destination 90 days after receipt of order (ARO) to Lackland AFB, TX Quotes shall be inclusive of pricing necessary for the labeling and reporting of a unique item identifier for the modules listed in this requirement. The right to make no award is reserved in the event it is advantageous for the government to do so. The following provisions and clauses are applicable to this acquisition: FAR Clause 52.212-1 Instructions to Offerors - Commercial Items (Feb 2012) FAR Clause 52.212-2 Evaluation - Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete paragraphs (c) through (o) of this provision and provide a copy of their representations and certifications with their quote.
