Description
The U.S. Army Corps of Engineers, Europe District plans to issue one solicitation with one bid schedule for a design-build project with subsequent Firm Fixed Priced award. The project shall consist of design and construction of an Amputee Care Center in the East Tallinn Central Hospital in Tallinn, Estonia. The work included in this proposal includes the general interior renovation of the spaces to be used as the new amputee rehabilitation clinic. The total area to be renovated is approximately 350 sq. meters. Specific work includes the following: General Renovation: * Demolish all non-structural interior walls. * Demolish existing toilet rooms. * Remove all existing kitchen equipment. * Replace all exterior windows. * Construct new interior non-bearing walls as need to accommodate new floor plan. New spaces will include (see floor plan for general layout): o Reception / waiting area. o Physical therapy area. o Occupational therapy area. o Prosthetics lab to include plaster room, lamination room, and machine room. o Examination room. o Prosthetics fitting / testing area. o Patient restroom with handicap compliant toilet, sink, and showe near the prosthetics lab. o Staff office. o Staff restroom with toilet, sink and shower. * Install built in countertop and cabinets in reception area. * Install new laminate flooring to match type located in other renovated areas of the hospital. * Install new interior handicap compliant doors including new automatic (push button) clinic entry doors * Install new dropped ceiling system. * Renovate electrical system. o Relocate existing electrical panel to adjacent wall. o Install new sub panel. o Install required electrical service for lab equipment. o Install new lighting / electrical outlets. * Install new wall radiators to existing hydronic heat piping system. * Install new ventilation ducts / registers and tie into existing ventilation system. A Site Visit is tentatively scheduled for 18 September 2012 at 10:00 AM local Estonia time. The date, time and location will be confirmed in the solicitation. The proposed facilities construction will be administered by the US Army Corps of Engineers Europe District and under United States procurement laws and regulations. The contract will be awarded and paid in U.S. Dollars. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design/construction in Estonia, but expressions of interests will be accepted from all interested parties. The qualifications of the construction firm along with the submitted price will be evaluated by the Government and award will be made to the overall Best Value. The estimated magnitude of construction is between $250,000 and $500,000. The period of performance is 365 calendar days from issuance of Notice to Proceed (NTP). This is an unrestricted procurement. The North American Industrial Classification System Code (NAICS) is 236220. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business Web Site to the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site http://www.fedbizopps.gov. It is the Offeror's sole responsibility to obtain the solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its contents and functionality prior to the solicitation issue date. It is estimated that the solicitation will be issued on 7 September 2012. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any.
