Description
FOR MORE INFORMATION PLEASE CONTACT: Susan Tyndall, AMSRD-RDER-PRC-ED susan.tyndall@us.army.mil The US Army Communications-Electronic Command is conducting a Market Survey to locate potential Sources of Supply for a procurement contract for the MD-1366/U Strategic Enhanced Bandwidth Efficient Modem (EBEM), NSN: 5895-01-519-2525, and the MD-1366A/U Tactical EBEM, NSN: 5895-01-519-2415. The EBEM technical requirements are described in the EBEM performance specification, No. DCSS52513, revision 6, dated 15 August 2008. The previous source for these items is ViaSat, Inc. (CAGE: 47358), 6155 El Camino Real, Carlsbad, CA 92009. The Government does not own any rights to the technical data that is required to design, develop, manufacture or test the Strategic or Tactical EBEM. The technical data rights to design, develop, manufacture and test are the sole proprietorship of the current source: VIASAT, Inc. Any manufacturer or supplier capable of providing these units must demonstrate meeting the functionality and performance requirements described in the EBEM performance specification by First Article Testing (FAT). The manufacturer or supplier is required to supply First Article and Production Acceptance test results. The manufacturer or supplier shall be able to demonstrate with units that meet physical, functional, and performance requirements as described in the EBEM performance specification. Successful manufacturers or suppliers will be required to warrant that the item supplied will satisfactorily perform when used for the purpose intended by the Army. Responses to the Market Survey must include company name and CAGE code. Responses must also include comprehensive and conclusive documentation demonstrating Form, Fit, and Function interchangeability and compatibility with the Strategic EBEM and Tactical EBEM. The vendor shall also provide estimated time in establishing the EBEM baseline for the start of FAT. All interested vendors are advised that the Government will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey. Therefore, any costs associated with vendor's Market Survey/Sources Sought submissions will be solely at the interested vendor's expense. Interested sources are required to respond in writing to Susan Tyndall at susan.tyndall@us.army.mil. The deadline to respond to this market survey is September 5, 2012.
